First-reading review and ANU change diffs

Summary

Merge after #146.

Before: a record's first ANU reading could be published unreviewed, and changes showed as raw values.

After: a record's first reading must be reviewed before publishing, every field is rated with a confidence, and fields can be sent back for review from All fields. ANU changes show as a git-style diff with the model's notes on the change they concern, and values read as tables or requisite graphs. Record actions move into a menu beside the title, a stuck sync can be stopped, a failed sync can be retried from its alert or diagnostics, and the sync run page is simpler.

How: four feature commits (first-reading review and confidence with migration 016, diffs and notes, record actions menu, sync retry and run page), then test updates: unrated readings are taken as read, and the browser tests use the record actions menu and find the record name in the breadcrumb on non-Content tabs.

Verification

• Format, lint, tsc, unit, database and browser tests pass; CI green

Deployment notes

Migration 016_first_read_review.sql. It is applied to haz's local Supabase only. Merging to main runs the production migration job.
