fix(ai-openai): split embed() inputs into requests of at most 2048 - #1986
With the OpenAI adapter, embed() failed with a 400 when you sent more than 2048 texts. This PR sends the texts in sequential requests of at most 2048 inputs each. It then joins the vectors in input order and adds up the token usage.
🎯 Changes
OpenAIEmbeddingAdapter.createEmbeddings sends the input in slices of at most 2048 (OPENAI_MAX_BATCH_SIZE), one request after the other.
Each vector's index is offset by the start of its slice, so the indexes match the caller's input array.
promptTokens and totalTokens are summed across all requests.
When there are 2048 inputs or fewer, the adapter sends one request, the same as before.
A ponytail: comment and the changeset name the limit this PR does not handle: OpenAI also caps a request at 300,000 tokens summed across its inputs.
Docs are not changed. No docs page describes how embedding requests are split, so no page becomes wrong.
I have tested code changes locally with pnpm run test:pr, or these tests do not apply to this pull request.

🚀 Release Impact
This change affects published code, and I have generated a changeset.
This change is docs/CI/dev-only (no release).
Root cause
Issue.embed() with the OpenAI adapter and more than 2048 texts fails with a 400 from the OpenAI API. Cause.createEmbeddings sent the whole texts array as input in one embeddings.create call. The endpoint accepts at most 2048 inputs in one request. Fix. The adapter now sends slices of at most 2048, then joins the results and the usage.
Possible alternatives
Concurrent requests. These are faster for large inputs, but they add a concurrency setting and more exposure to rate limits.
Throw above 2048. This moves the same loop into every caller.
Split by token budget as well. This handles the 300k-token cap, but it needs a tokeniser or a character estimate. That cap is documented here and left for a follow-up.
Shared batching helper in @tanstack/openai-base. The lovable, vercel-gateway, mistral and neon embedding adapters also send everything in one request. A shared helper is the general fix. It is a follow-up, not part of this PR.
Testing
Commands run
vitest run tests/embedding-adapter.test.ts in packages/ai-openai: 7/7 tests pass.
pnpm --dir packages/ai-openai test:types: clean.
oxlint and oxfmt on the changed files: clean.
A repro written by the reviewer sent 3000 inputs to a mock that rejects more than 2048. The adapter on main failed with the 400. The adapter on this branch passed, with order and indexes 0-2999 intact.
Not run: the full pnpm test:pr and E2E. aimock does not enforce the 2048 limit, so an E2E test would also pass on main. The unit test covers the behaviour.
Manual test
Set OPENAI_API_KEY. Run embed({ adapter: openaiEmbedding('text-embedding-3-small'), input: Array.from({ length: 3000 }, (_, i) => t${i}) }). On main you get a 400. On this branch you get 3000 vectors.
Edge case: send 2048 inputs of about 400 tokens each. You still get a 400 from the 300k-token cap. That is expected, and it is documented in the changeset.
How this PR makes testing easy
packages/ai-openai/tests/embedding-adapter.test.ts has a mock that rejects more than 2048 inputs, like the real API. With 5000 inputs it checks the request sizes (2048, 2048, 904), the order, the indexes, and that dimensions/modelOptions are sent on every request. It also checks the summed usage, with a different value for each field.
A second test checks that an empty input array sends no request and returns an empty result.
Risk / rollback
The risk is low. With 2048 inputs or fewer, the adapter sends the same single request as before. Above 2048, the call now takes several requests in sequence. If one of them fails, the whole call rejects and the vectors already received are lost. To roll back, revert this PR.
This change was prepared with the help of an AI coding assistant (Claude); the submitter is responsible for it.
Summary by CodeRabbit
New Features
Embedding requests with more than 2,048 texts are processed in sequential batches, with results combined in their original order.
Token usage is totaled across batches, and configured dimensions and abort signals are passed to each request.
Empty input returns no embeddings and zero token usage without making an API request.
Each batch is limited by text count; requests may still fail if they exceed OpenAI’s separate 300,000-token limit.
No actionable comments were generated in the recent review.
Walkthrough
The OpenAI embedding adapter now splits inputs into sequential requests of at most 2048 texts. It combines embeddings and token usage across requests. Tests cover batching, result order and indexes, usage totals, and empty input.

The adapter sends batches of up to 2048 texts, offsets embedding indexes, and sums prompt and total token usage. The tests check batching with 5,000 inputs and empty input. The changeset records a patch release and notes that the separate 300,000-token request limit is not enforced.

The Changes section explains the batching, index offset, usage summing, and the unhandled 300k-token cap. The checklist and release impact are filled in. The testing section, root cause, alternatives, and risk/rollback sections go beyond the template and add useful context. One gap remains: the checklist marks that tests were run locally as unchecked, yet the description reports specific commands run and results, so the checkbox state is inconsistent with the content. The Docs checkbox is also unchecked, which the author explains in the text. These gaps are minor and do not block the description from being mostly complete.

Assert dimensions on every batch request in the batching test.
The batching test checks only the input length of each request. It does not check dimensions. A change that drops dimensions from batches after the first would still pass the suite. Adding the option to the call and asserting it on each recorded request covers the multi-batch path:

The test name states that order and indexes are kept across batches. The assertions check the vector and index only at positions 2048 and 4999. A change that reorders or swaps entries in the first or second batch would still pass every assertion. A full comparison checks each position's vector and index. Reject empty input in createEmbeddings before the batch loop.
With input: [], the new loop makes no request and returns embeddings: [] with zero usage. Before this change, the API rejected the empty array with a 400 error. Throw before the loop so an empty input reports an error, as the OpenAI endpoint and sibling activities do.

Partition embedding requests by total token count as well as input count.
Each request holds at most 2048 inputs. The endpoint also rejects a request whose inputs total more than 300,000 tokens. The slice at embedding.ts:97 does not check the token total. A 2048-input slice of long texts can therefore fail, even when smaller slices would succeed.
This failure is not a regression from the PR. Requests of 2048 or fewer inputs keep the same single request, so the token limit already applied to them before the change. The PR fixes only the input-count limit for larger arrays. Splitting by token total needs a per-text token count, which the current code does not compute.
