CI: skip the native builds for docs-only pull requests - #1087

Conversation
A new `changes` job compares the pull request with its base (or the push with its previous commit) and reports whether anything outside site/ changed. The native matrix depends on it and is skipped for docs-only changes. A skipped job still satisfies the required status check, so those pull requests can merge without waiting about 35 minutes. If the comparison cannot be made, everything runs as before. Closes #1086 Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

Closes #1086
Every pull request currently waits about 35 minutes for the Windows and macOS native builds, even when it only touches the docs under
site/.changesjob (seconds, Ubuntu): diffs the pull request against its base, or a push against its previous commit, and outputsapp=trueif anything outsidesite/changed. If the comparison fails for any reason, it reportsapp=trueso nothing is silently skipped.nativematrix nowneeds: changesand runs only whenapp == 'true'. GitHub reports a conditionally skipped job as a success for required status checks, so docs-only pull requests still merge ("Handling skipped but required checks" in the Actions docs).frontend(which includes the retired-identity grep and the test suite),Dependency auditandCodeQLstill run on every pull request. This pull request touches the workflow itself, so it runs the full matrix. The first docs-only pull request after it merges will show the skip.
