Add POST /api/v3/openmeter/customers/{customerId}/charges/invoice to collect a customer's eligible pending lines through the existing manual collection flow. The optional as_of and progressive_billing_override preserve current billing behavior, including bypassing collection alignment and using charge-owned engines for credit-backed lines. The payload does not accept line_ids.
Return { "invoices": [...] }, with one standard invoice per collected currency, so the response can grow later. Expose the action through the Go and TypeScript SDKs and regenerate their models.
When every eligible line is gated, return a validation error after the gate transaction finishes so the charges retain their validation issues. Automatic collection, subscription sync, and invoice-on-create treat this outcome as deferred work. Mixed collections still invoice the allowed lines; genuine gate failures still return errors.
Validation: API/SDK regeneration; focused API and PostgreSQL-backed billing, charge, and subscription-sync tests; collector and invoice-on-create tests; scoped fast Go lint; Go SDK build/vet/tests; TypeScript SDK tests and type checking. Tests cover stored charge issues, retry after repair, mixed currencies, and credit-backed collection preserving future pending lines.
Summary by CodeRabbit
New Features
Added an API for manually invoicing eligible pending customer charges outside the regular billing cycle, with an optional cutoff time and progressive-billing override.
Returns standard invoices for collected charges, with separate invoices for each currency.
Bug Fixes
Blocked charges remain pending while other eligible charges can still be invoiced.
Manual collection reports a validation error when no charges are eligible or all eligible charges are blocked. Automatic collection defers when all eligible charges are blocked.
Confidence Score: 3/5
Do not merge until the Go handler compiles and the SDK test calls the correct method.
### Issue 1
api/v3/handlers/billinginvoices/invoice_charges.go:41-46
`InvoiceCustomerChargesRequest` embeds `billing.InvoicePendingLinesInput`, but this literal sets its promoted `Customer` and `AsOf` fields directly. Go does not allow promoted fields as keys in a struct literal, so the handler package and server fail to compile.
Restore the nested `InvoicePendingLinesInput: billing.InvoicePendingLinesInput{...}` initializer.
### Issue 2
api/spec/packages/typespec-typescript/templates/tests/nesting.spec.ts:undefined-29
Moving `invoice` under `sdk.internal.customers.charges` leaves this test calling `sdk.customers.charges.invoice`, which no longer exists. The committed generated test fails both TypeScript checking and Vitest execution.
Update the template to call `sdk.internal.customers.charges.invoice`, then regenerate the SDK tests.

Summary
Adds a customer action to invoice eligible pending charges through manual collection.
Customer charge collection can create invoices on demand.
Blocked charge lines stay pending while allowed lines can be invoiced.
Automatic collection paths defer work when all eligible lines are blocked.

Walkthrough
This change adds an API operation and Go and TypeScript client methods to invoice eligible pending customer charges. It also defines the all-lines-gated validation outcome and updates billing callers to treat it as deferred collection work.
InvoicePendingLines returns a validation error when a successful transaction creates no invoices because all eligible lines are blocked. Automatic collection, subscription sync, and invoice-now during charge creation treat this outcome as deferred work. Tests cover blocked lines, retries, pending lines, and currency isolation.
API contract and route api/spec/packages/aip/src/customers/charges/operations.tsp, api/v3/api.gen.go, api/v3/server/routes.go, api/v3/handlers/billinginvoices/handler.go, api/v3/test/charges_test.go
The API defines the customer charge invoice operation, its optional cutoff and progressive-billing override, and its invoice result. Generated routing and server wiring expose the endpoint.
HTTP handler and validation api/v3/handlers/billinginvoices/invoice_charges.go, api/v3/handlers/billinginvoices/invoice_charges_test.go
The handler configures pending-line collection, maps invoices to the response, and returns HTTP 201. Tests cover request options, invoices across currencies, validation errors, and malformed requests.
Go invoice and collection models api/v3/client/models_customers.go, api/v3/client/models_shared.go, api/v3/client/models_invoices.go
The Go client adds collection input and result models and shared invoice and invoice-line models. The prior invoice-model declarations are removed from models_invoices.go.
Go client operation api/v3/client/customers_charges.go, api/v3/client/README.md, api/v3/client/transport_test.go
Customers.Charges.Invoice sends the optional request and decodes the invoice result. Documentation and tests cover the operation and standard invoice responses.
TypeScript models and operation api/spec/packages/aip-client-javascript/src/models/*, api/spec/packages/aip-client-javascript/src/funcs/customers.ts, api/spec/packages/aip-client-javascript/src/sdk/customers.ts, api/spec/packages/aip-client-javascript/tests/*, api/spec/packages/typespec-typescript/templates/tests/*, api/spec/packages/aip-client-javascript/README.md
Generated models and schemas describe the collection endpoint, invoices, and invoice lines. The nested client adds the operation, with tests for validation, the request URL, and the response.

Both subtests call Customers.Charges.Invoice with nil input and never inspect the request that rec records. A regression that drops AsOf or ProgressiveBillingOverride from the outgoing request would leave both subtests passing. No other test in api/v3/client covers this call.
Add a case with a non-nil InvoiceCustomerChargesInput that sets both options. Assert the POST path and the recorded JSON body. Check that as_of and progressive_billing_override carry the values the test passes in. This protects which lines get invoiced from a silent client change.

Assert that the recorded request uses the expected POST path and JSON body,

Neither the template nor the generated test omits body. A validation change that rejects only undefined would leave the current body: {} call green. Use the omitted-body form and regenerate the SDK test.

Server cannot build
InvoiceCustomerChargesRequest embeds billing.InvoicePendingLinesInput, but this literal sets its promoted Customer and AsOf fields directly. Go does not allow promoted fields as keys in a struct literal, so the handler package and server fail to compile.
Restore the nested InvoicePendingLinesInput: billing.InvoicePendingLinesInput{...} initializer.

You're right—thanks for the correction. Go 1.27 allows promoted fields to be initialized directly in keyed struct literals, and this repo's go.mod declares go 1.27. Customer and AsOf are therefore valid keys here, so my “Server cannot build” finding was incorrect and should be withdrawn. See the Go 1.27 release notes.
