ui: make agents and evidence system-oriented

Purpose

Build on the Decision Frontier refinement in #636 by upgrading the two remaining card-heavy informational views without changing runtime contracts or governance semantics.

Dependency / target

This PR intentionally targets ui/governance-clarity-refinement-2026-09-11 / #636 rather than main. Merging it therefore consolidates the all-green visual follow-on into #636; it does not change accepted main or any governance/scientific predicate.

What changes

Agents & Formations

• validated runtime roster provenance and summary metrics;
• formation-first runtime topology;
• only roster-returned membership, role, tier, and status;
• scannable searchable roster directory instead of an agent card wall;
• function-before-codename public translation;
• explicit observability ≠ authority/efficacy boundary;
• list semantics and polite filtered-result announcements.

Evidence & Research

Current accepted-main evidence lineage is rendered as:

1. custody-v2 — SATISFIED / SAME_SYSTEM_NONINDEPENDENT;
2. precollection preflight — ACTIONABLE / NOT RETAINED;
3. immutable freeze — not established; successor collection NOT AUTHORIZED;
4. empirical N = 0; canonical efficacy NOT ESTABLISHED.

Open/rejected preflight PR-head state is not promoted into this presentation.

Responsive design

• formation rails collapse into bounded vertical members on mobile;
• evidence lineage becomes a vertical sequence without dropping statuses;
• roster rows collapse without hiding runtime roles or formation-role tags.
