Do not merge until the pools grounds-runners / grounds-runners-large are running on hbr1, otherwise private jobs wait for a label nobody serves.

  • 9 routing spots in 7 central workflows: github.event.repository.name → (github.event.repository.name && 'grounds-runners'). Public → hosted (unchanged); private → the shared org-level ARC pool; missing event payload → hosted ubuntu-24.04.
  • The dead fallback blacksmith-2vcpu-ubuntu-2404-arm is replaced by ubuntu-24.04 (amd64, exists for public and private repos; hosted arm64 does not exist for private ones).
  • Comments updated. grounds-runners-large is available as the runner input for memory-hungry builds.
  • New test test_every_central_workflow_routes_private_repos_to_the_shared_pool resolves all 9 jobs for private/public/no-payload; 8/8 green.

Safety: the org's Default runner group is set to allows_public_repositories=false (2026-09-30), so public repos cannot reach hbr1 even with a hand-edited runs-on.

Follow-ups: repo PRs for workflows with their own labels (forge, portal, vanilla, …, and the dead arc-linux/arc-dind labels), then removing the per-repo scale sets.

The runner scale sets on hbr1 are now registered at org level, so one
pool can serve every private repository instead of one scale set per
repo. Private repos go to `grounds-runners`; public ones stay on
GitHub-hosted runners, and the org's Default runner group refuses
public repositories as a second line.

A missing event payload now falls back to hosted amd64 `ubuntu-24.04`
instead of the Blacksmith label, which no longer takes jobs; hosted
arm64 would not do either, since it does not exist for private repos.
