ci: run on the shared grounds-runners pool - #53

The per-repo ARC scale sets on hbr1 are being replaced by one org-level pool, grounds-runners. Private jobs target it; public ones stay on GitHub-hosted runners. Dead labels from retired pools (Blacksmith, arc-dind) are replaced so no job queues for a runner that is gone.
