Adding the ability to do "Install on all projects" for global applications - #364

Install now only validates and picks a placement; the fan-out over projects lives in installIntoEveryProject and the single-instance path is named installInstance. The manifest default has one named owner, and the test fake lists projects through a field instead of a subtype. No behavior change.

Adding the ability to do "Install on all projects" for global applications
Why
It's very hard to install an application on every single container one by one, and global applications are installed in a separate LXD container, causing unnecessary resource usage and still not being compatible with project-scoped applications
