Chisel dependency updates currently replace templated download URLs with literal release URLs without updating
chisel|latest|build-version. This can produce mismatched download URLs and hashes for .NET versions that derive their URL from the build version, as seen in #7370.This PR makes the build version authoritative, restores the per-architecture URL templates, and updates each SHA384 from the matching release asset so all Chisel references remain aligned.
