This PR moves the machine-learning kernels from inferi into Vortex, behind a
mlfeature. The goal is to centralize all the linear-algebra and related kernels into the same crate for easier maintainance.This also includes a reviewed versions of all the outstanding pull-requests from @haixuanTao. Each time, the corresponding PR changes has been rebased and incorporated into this branch with authoring information preserved. Then, when applicable, a follow-up commit has been added to address any issue.
