feat(content): complete part 9 commentary translations

Complete Part 9 Inner Light commentary in German, Spanish, Turkish, and Ukrainian. Each language now covers all 63 commentary chapters and 110 items. This adds 243 missing translation files and registers every version in both ToC representations.

Quality review:

• rejected and removed an initially Portuguese-contaminated Spanish draft; all committed Spanish text was freshly translated and manually audited
• exact metadata, item-order, and HTML tag parity against Hebrew
• zero Hebrew leakage
• language-specific polycheck with every remaining heuristic finding manually reviewed
• independent citation/gematria verification and cites.py selftest (49/49)

Verification:

• task check
• 92 Vitest files / 1,174 tests passed
• full static generation and font verification passed
• 11 Playwright tests passed
