Upgrading an earlier RustChan database could exit before opening the server because the new idx_reports_reporter_created index was missing from the additive migration allowlist. Recognize that index and extend the 1.6.6 regression fixture to cover the combined report, thread-ordering and submission-receipt changes, preserving receipts and deletion history.

Prepare package v1.7.1 and update its changelog, setup version and download filenames. Database schema versions remain tied to the package release; successful migration records 1.7.1 after complete schema verification.

• Strict workspace Clippy with all targets/features and all, pedantic, nursery and cargo lint groups denied
• cargo test --workspace --all-features
• Seven native update packaging/signature tests
• The migration fix was additionally verified against a copy of the affected server database before the release version bump; board, thread, post, administrator and submission rows were unchanged. The patched server passed integrity and public readiness checks.
