Recheck the active session before dispatching TokenUpdate.

shouldDispatchTokenUpdate is captured before cached-token resolution and before #fetchToken completes. If the active session changes during either operation, the stale true value can emit TokenUpdate for the former active session. AuthCookieService handles that event through updateSessionCookie without another active-session check.
