2026-10-09: Production contains eight living HUMAN_LINKED citizens; the UI has no public roster. Mature citizens have up to 24 remembered procedures, which unconditionally preempt affordances and overwrite persistent strategies. Four regression tests reproduced this starvation and strategy loss. Fix: score remembered procedures alongside existing physical opportunities with the shared experiment/teach cooldowns; preserve strategies; expose a read-only GitHub citizen roster and locate controls in the existing avatar panel. Preserve world identity, history, animations, authentication and runtime budgets.

Validation in progress: targeted physics tests, complete invariant suite, browser roster/mobile checks, independent review, CI and production behavior. Local headless Chromium previously failed on macOS sandbox Mach port permissions; use the required client to confirm availability, the in-app browser for visual verification, and existing GitHub browser CI for automated coverage.

Review correction: reliable recall is weighted by personal confidence and competes with fresh experiments; persisted practice descriptions no longer masquerade as strategies. Real sensory evidence and seven red/green regressions verify both recall and exploration. Guest roster and mobile locate were visually verified with all eight actual public avatars; no browser console errors. Bundled Playwright client cannot launch Chromium here (macOS Mach permission denied); GitHub browser smoke remains required.

Local complete validation: 503 tests and package checks pass. Independent review cleared all blockers. Indexed deliberation with 100 citizens / 928,000 archived knowledge records took 289 ms locally and read zero private archive pages; this is a Node measurement, not a Cloudflare CPU guarantee. Final source/PR browser CI and deployment verification pending.
