Mature citizens with many remembered procedures repeatedly practiced at the central resources because recall bypassed affordance scoring and replaced their persistent strategy. Recall now competes with exploration and other physical opportunities, uses the shared experiment/teach cooldowns, values proven skill confidence, and preserves strategies. Persisted practice descriptions no longer add a false experiment bias. Social attention rotates over bounded windows to avoid comparing lifetime knowledge with every nearby citizen.

The existing avatar window now lists every embodied GitHub citizen for guests and owners, showing public names, current activity and alive/dead status. Locate/inspect uses the existing canonical renderer. No identities, history, animations, authentication or runtime budgets are reset or changed.

Validation: 503 local tests and package checks pass; seven regression tests reproduce starvation, lost strategies, reliable recall, legacy bias, real movement and bounded attention. Independent review cleared all blockers. Desktop/mobile roster and locate were visually verified with the eight existing avatars and no console errors. A local 100-citizen/928,000-record indexed deliberation measured 289 ms with zero private archive page reads (Node measurement, not a Cloudflare CPU guarantee). GitHub browser CI covers the guest roster, escaping, deceased citizens, locate/inspect and mobile layout; local Chromium is blocked by macOS Mach sandbox permissions.
