A system-manager completion receipt could be lost when Python startup exceeded a short cleanup allowance. The completion hook now uses isolated Python without site initialization and imports only os, preserving the strict receipt schema, exclusive creation and failure handling.

The disposable APT-cache fixture uses the pinned Go image's APT identifier for outbound requests and installs its tooling over HTTPS from the same reviewed snapshot. It restores HTTP afterward for the original cache and outage checks. Package selection, signatures, deadlines, production Dockerfiles and operator settings remain unchanged.

Exact source 3b8a7152e260bae31cbb672e9a546cfbfc912a40 is independently approved with no findings. Earlier receipt and UserAgent approvals remain valid.

Validation:

  • The complete original cache fixture passed in 1,894.146 seconds after a focused actual-APT run verified all 42 selected package downloads against the unchanged signed index. Full fixture coverage includes cold/warm and concurrent runners, Docker/Compose/Buildx reuse, uncached reference builds, matching cache-enabled managed-image identities, outage refusal and direct HTTPS. Terminal export, owned cleanup and final admission passed. Receipt SHA256 49b8d68ade5523a92466b256219d54f07f504976fa702cc6f31232099d68455a.
  • Normal required run 42128911979 attempt 2 passed all 8 stages, including all 22 executor controls. Only the failed build-validation job reran; convention success was retained. Official artifact 13557827516 has SHA256 e76b509a80379b8b06f8b79d5e3ea2398f2f1e98b3417d941c6219a485e842d5; all 9 members and 8 stage-log hashes verified. Terminal export, owned cleanup and final admission passed, receipt SHA256 9eb23accd11227105c377ccfaee09fa5bfe5cee3d165ab40210998aab214f3a7. The worker's result copy was removed by normal runner temp cleanup, so worker/official byte equality is not claimed. Temporary producer settings are restored.
  • All 22 executor controls passed in the retained first native attempt, which failed later on HTTP 504 package delivery. All old native and standalone failures remain failed. No pin, signature, case, outage assertion or deadline was weakened.
  • Retained focused tooling-build/source-restoration checks, documentation links, commit policy, committed-tree secret scan and whitespace passed on this unchanged source. The earlier local worker-only refusal is retained. Bugbot remains unavailable and was not requested.

Council review

Nick requested one additional independent round on exact head 3b8a7152e260bae31cbb672e9a546cfbfc912a40, base 4c30089f2476e4cb7d8a8659845bd76d0dd714b7. GPT-6.1 Sol through Codex, Nous Sonnet 4.6 through Claude, and Nous Opus 4.6 through Claude each returned no findings. These are three reviewers across two model families. All five changed paths and affected receipt/fixture callers were covered; no fixes or unresolved disagreements resulted.

The reviewers performed read-only source review and reused retained runtime evidence. The coordinator ran the two focused local receipt checks, verified the unchanged source/diff, all 59 terminal evidence hashes, the 9 official ZIP members and 8 passing stage-log hashes, and read the cleanup receipts. No new CI run, guest operation or full-fixture rerun was started for council. Documentation accurately describes the changed behavior. This is technical review evidence, not a submitted human GitHub approval, live adoption, worker recovery or application retry authorization. Bugbot remains unavailable; no substitute bot or failed reviewer route was used.

Documentation impact: docs/LOCAL-VALIDATION.md explains lightweight receipt startup. docs/APT-CACHE.md explains the fixture identifier and HTTPS tooling bootstrap with HTTP restoration. This dependency-recovery continuation changes no source or documentation contract. No visual change.

Template issue 32 and PR48 still require the actual merged executor and complete upstream/adopter acceptance. PR160/161 remain serially queued. The separately accepted source4c image packet establishes no private or live adoption, worker recovery or app retry readiness.

Independent MASTER source review approves exact PR165 head cf15d1f1ca5dc803bf9b24ad481b467d7d09387c, tree d156ca4cbf8595006c70f9c58c4bf5f2cc97d2d1, base 4c30089f2476e4cb7d8a8659845bd76d0dd714b7. No findings.

Reviewed the os-only completion hook, isolated no-site invocation, same fixed receipt schema, bounded field encoding, exclusive creation, callers and tests. Existing deadlines, system-manager ownership, cgroup emptiness and exact-success checks remain unchanged. The documentation accurately preserves failure and cleanup requirements.

Verified exact patch/bundle and all ten retained export files. All 19 original test IDs remain; three are added. Retained 21-test acceptance used the same executor bytes, followed by the new exact 200 ms cleanup case at the final source. These are separate runs. No tests were rerun by this reviewer.

Normal required engine CI, native complete proof and verified export/cleanup remain required before normal merge. Template48 still needs its later reviewed executor-pin follow-up and fresh complete acceptance. No installed or live runtime adoption is established by this source review.

Native acceptance is running at https://github.com/RandomDevelopment/ci-fleet/actions/runs/42022029276, attempt1, for exact head cf15d1f1ca5dc803bf9b24ad481b467d7d09387c, base 4c30089f2476e4cb7d8a8659845bd76d0dd714b7, and checked prospective merge 53e95fd06556ee401988cfd98dfe29ce5207aea9. Convention validation passed; the required build job is assigned to the second guarded one-job runner. The temporary producer window is closed, with the workflow restored disabled and the runner variable restored absent. Consumed JIT inputs were removed.

The complete normal result, verified export, scoped runner/grant cleanup and restored-executor/final admission remain required before merge. Existing exact-head independent source review is retained; no duplicate model or bot review was requested. Template issue32 and PR48 still require the eventual merged executor pin and complete upstream/initialized-adopter validation.

Native run 42022029276, attempt 1 failed in container-build-and-cleanup. Package-index retrieval for the pinned Debian Bookworm snapshot through the disposable APT-cache fixture returned HTTP 504. The cache reported running with oom=false; these observations do not identify the component that caused the failed retrieval.

Seven of eight complete-suite stages passed. The complete executor corpus passed all 22 tests in 18.715 seconds, including the short cleanup-budget regression. The failure does not establish normal native acceptance, and the required check remains failed. The uploaded nine-file result ZIP matched its published SHA256 84e2ac518f0f578dc641b0a0eeff9841eb3fd1df1c9c004f04ad2ca1126e2709; all eight stage-log hashes verified. Twelve worker-evidence files also exported and verified. Scoped runner credentials, JIT files and the temporary sudo grant were removed. The accepted executor 689c7c00deb0eebcb25f2284334a9f7168a25575 was restored and final role/protected-image/daemon admission passed. The failed attempt and all its markers remain preserved.

A separately identified bounded request for the same public package index returned HTTP 503 and zero bytes. It made no retries or installation and has no fixture-cache, package-integrity or live-recovery acceptance value. Another native invocation has not been started against this failing dependency. Source and exact-head independent review remain unchanged.

Complete source 4c30089 artifact approval remains valid and separate. PR #48 still needs this engine's successful native acceptance and merge, followed by the merged executor pin and complete upstream/initialized-adopter acceptance. No private policy, host adoption, app retry, limits or coverage were changed. Existing validation documentation remains accurate; this external failure requires no repository documentation change.

The bounded route diagnosis reproduced normal APT success directly in 18.649 seconds and failure through a fresh stock apt-cacher-ng cache in 50.243 seconds. The signed Bookworm index is 8,790,396 bytes with SHA256 9e0b5aabb2465b3d2e7a7fe27f9913846277833f7a2826e7767acccff5b588c5; three archive signatures verified its metadata.

A fresh cache with outbound identifier Debian APT-HTTP/1.3 (2.6.1) served those exact bytes with HTTP 200. A stock counter-control afterward still returned 404, and the alternative redirect-policy experiment failed. The normal pinned Go-image APT client then completed its cached update in 14.615 seconds with the compatible identifier, no outer retry, and the original client settings. These are focused fixture controls, not complete native acceptance or live worker recovery.

Successor 694b2f91609bf4e5f1bcd3a93be8d42e8ef3928b, tree 68f1592a90004766463f1d49cfac8f097a9e3ed7, adds only that fixture CMD argument and its APT-cache documentation to previously approved cf15d1f. Package pins, client deadlines/retries, failure coverage, native workflow and all production code remain unchanged by the successor. The existing independent source gate is reviewing these exact two paths; the earlier receipt-startup approval is reused. A complete normal native run on the new head has not started.

All 104 selected diagnostic evidence files were exported and hash-verified. Owned containers/image tags were removed and final role/executor/protected-image admission passed. Initial setup timeouts, the pinned Python-package 404, missing VM verifier, failed controls, and the local worker-only test refusal remain retained. No failed attempt is relabeled. Run42022029276 attempt1 remains failed.

Documentation changed in docs/APT-CACHE.md; prior receipt documentation remains in docs/LOCAL-VALIDATION.md. Complete source4c artifact approval and PR48's later executor-pin/upstream/adopter gates remain separate. No host adoption, app retry, capacity or live recovery is established.

Prospective merge 66de00e26a7e134de7d998196ec79631b468c070 has the exact ordered base/head parents and the same tree.

The review verified the two-path fixture UserAgent and documentation change, all 104 exported evidence files, signed-index binding, stock/changed controls and the actual fixture caller. The previous three-path receipt-startup implementation and its approval remain unchanged. Package pins, signatures, deadlines, outage coverage, policy and operator-managed cache settings are preserved. Documentation is adequate; no visual change.

Review receipt SHA256: cd22d07a7a08afdcdbdd5070bb54ed6eb5a23dac1ad7bff528aa52bbb66ea4bc. This is independent source review, not a submitted human GitHub approval or a native pass. The prior failed native attempt and local worker-only refusal remain failed. Complete current-source normal native acceptance, verified export and cleanup remain required before merge. No live recovery or image adoption is established.

Normal native acceptance is running at 42102213473, attempt 1 for exact head 694b2f91609bf4e5f1bcd3a93be8d42e8ef3928b, base 4c30089f2476e4cb7d8a8659845bd76d0dd714b7, and prospective merge 66de00e26a7e134de7d998196ec79631b468c070.

Conventional-commit validation passed. The required build is assigned to the other guarded one-job runner. The temporary producer window is closed: workflow restored disabled, runner variable restored absent, and consumed local/remote JIT inputs removed. The active runner retains only the credentials and scoped grant needed to finish the run; their removal, accepted-executor restoration and final admission follow verified terminal export.

The exact successor independent review is approved with no findings. Full normal fixture package setup, all native stages and required-check success remain pending. Run42022029276 attempt1 stays failed. PR160 remains serially queued, followed by PR48's actual merged-executor pin and complete upstream/adopter acceptance. No deadline, package pin, coverage, live worker, private policy or application runtime change is inferred.

Documentation changes remain limited to docs/LOCAL-VALIDATION.md and docs/APT-CACHE.md. No visual change.

Native run 42102213473, attempt 1 failed while installing dependencies for the disposable APT-cache tooling image. The snapshot returned HTTP503, "No healthy backends," before the cache started. Seven of eight stages passed, including all 22 executor tests in 17.707 seconds. The nine-file official archive matched SHA256 35b488a52b1d4a4eae125915ec74f094cfde41e3ef076fa1b8a98a347f50ef17; all eight stage-log hashes and twelve worker export files verified. Scoped cleanup, restored executor and final admission passed. The failed attempt remains failed.

A separately identified finite comparison then reproduced HTTP setup failure in 119.672 seconds and HTTPS setup success in 43.013 seconds. Each used a fresh approved runner container, the same reviewed snapshot and the original apt-cacher-ng python3 package selection, with no outer retry. This supports a narrow fixture bootstrap route correction; it does not establish the cause of every historical snapshot failure or permanent upstream availability.

Successor 3b8a7152e260bae31cbb672e9a546cfbfc912a40, tree 74dc221759f4ffde67bf36b2438036104e38dc20, uses HTTPS only for the tooling install and restores the original HTTP source byte for byte afterward. The shared tooling image also supplies the outage client, so that restoration preserves its existing HTTP proxy/outage assertions. Reviewed UserAgent CMD, receipt implementation, package pins, signatures, deadlines, tests, workflow and production code remain unchanged by this successor.

One cold build of the exact new fixture passed in 55.179 seconds. Both packages were installed, the temporary source backup was absent, the original HTTP source hash matched and the CMD stayed unchanged. All owned diagnostic containers/image tags were removed. Both diagnostic exports verified and final admission passed. Documentation links, commit policy, committed-tree secret scan and whitespace checks passed.

The two-path successor is now at the existing independent source gate. Complete normal native acceptance on this new source is still pending; no unchanged native retry was started. The producer workflow is disabled, its variable is absent and both temporary registrations are gone. PR160 remains serially queued. Documentation changed in docs/APT-CACHE.md; existing PR48/issue32 still cover the actual merged executor pin and complete upstream/adopter acceptance. No template change is needed for this fixture correction, and no live worker recovery or image adoption is claimed.

Independent MASTER review approves exact successor 3b8a7152e260bae31cbb672e9a546cfbfc912a40, tree 74dc221759f4ffde67bf36b2438036104e38dc20, base 4c30089f2476e4cb7d8a8659845bd76d0dd714b7. No findings. Prospective merge 744b1e447812d6279c147224638db6a8b564912e has the exact ordered base/head parents and the same tree.

The review verified the two-path HTTPS tooling bootstrap and documentation change, all nine comparison exports and ten focused-build exports. The successful RUN restores the original HTTP source, preserving the unchanged cache-outage client and direct HTTPS checks. Both tooling packages remain installed. The prior receipt implementation and UserAgent CMD, package/snapshot pins, signatures, deadlines, tests, workflows and production code are unchanged.

Review receipt SHA256: 3c71bca8ad323e9b33df42d45753d11f3064ab4731a95fce1a46f5cb4d8b39dd. Earlier source reviews are reused. The reviewer ran no suites or guest operations. This is independent technical source approval, not a human GitHub approval or full native pass. Earlier native failures remain failed. Complete current-source normal native acceptance, verified export and cleanup remain required before merge.

Documentation in docs/APT-CACHE.md is accurate. No new visual or template follow-up is needed for this fixture change; PR48 and issue32 retain their merged-executor and complete upstream/adopter gates. No live recovery or image adoption is established.

Native run 42128911979, attempt 1 failed on the first cold-cache hello package download with HTTP 504/connection failure. Seven of eight stages and all 22 executor regressions passed. The official archive digest and all stage logs verified, along with twelve worker export files. Scoped credentials/grants were removed, executor689 restored and final admission passed. Temporary runner registrations are absent, the producer workflow is disabled and its variable is absent.

The bounded follow-up found a successful cold package install through the original backend, followed by a failed experimental HTTPS backend. That experiment was not selected and its warm case stayed unstarted. A complete original cache E2E invocation at unchanged approved 3b8a715 then reached the uncached managed-reference image build after earlier cache reuse/concurrency and Docker/Compose/Buildx assertions. Direct downloads on the frozen snapshot HTTP route returned 504, including the retained libngtcp2-crypto-gnutls8 package version 1.11.0-1+deb13u1. The full fixture failed; later identity/outage checks remain unstarted. Its source stayed clean, five terminal export files verified, and cleanup/final admission passed.

Required native acceptance remains failed. A small successful probe did not establish complete route health, so no further unchanged native run was started. The concrete blocker is successful delivery of the exact pinned snapshot payloads through both cached and uncached build paths, followed by complete normal acceptance. No source, package pin, deadline, assertion, routing or live runtime was changed in this continuation. PR160 stays serially held; PR48 still needs the actual merged executor and full upstream/adopter acceptance. Source4c artifact approval and all live/storage/retention holds remain separate. Existing validation documentation remains accurate; this external failure needs no new repository documentation.

The original-network diagnostic completed. The independent-network request is closed unavailable.

One finite operation tested frozen hello 2.10-5 and libngtcp2-crypto-gnutls8 1.11.0-1+deb13u1 over HTTP and HTTPS. All four transfers matched the unchanged signed sizes and SHA256 values. Eight HTTP transactions completed with zero retries, under the original ten-second per-case caps. Probe source 5a4a69aa and package inputs 1cb52285 were unchanged.

All four package bodies were CDN cache hits. This establishes current reachability for these two bound packages on the original network. It does not establish cold backend recovery or complete native acceptance. The uncached-reference Failed-to-fetch URLs were redacted; the libngtcp2 binding comes from its retained delayed-item warning and signed filename.

The PID-1 executor returned normally. Export verified 28 files; scoped cleanup and final admission passed. Once-only claims and old failures remain intact. There was no source, pin, signature, snapshot-date, mirror, route or policy change, and no native/full-fixture retry.

No source correction is demonstrated. The complete original cache/reference-image fixture, its later identity/outage assertions, and required current-source native validation still need accepted results before merge. Source remains 3b8a7152e260bae31cbb672e9a546cfbfc912a40. PR160/161 retain their serial queue positions; template acceptance still requires the actual merged executor.

The complete original APT-cache fixture now passes at unchanged reviewed source 3b8a7152e260bae31cbb672e9a546cfbfc912a40.

A focused download-only run first exercised the actual pinned Debian base and APT dependency graph. All 42 selected packages, totaling 28,641,612 bytes, matched the unchanged signed index. One earlier diagnostic failed before APT because of an incompatible Docker log option; that failed operation remains preserved.

The subsequent complete original fixture passed in 1,894.146 seconds. It completed cold/warm and concurrent runners, Docker/Compose/Buildx reuse, both uncached reference builds, matching cache-enabled managed-image identities, cache-outage refusal and direct HTTPS. All original cases, package pins, signatures and deadlines remained intact. Five terminal export files verified; owned containers, validation units and named image references are absent, and final admission passed. Prior failed runs remain failed.

This justifies one normal failed-job retry. Required run 42128911979 attempt 2 is now running only the failed build-validation job on a newly guarded isolated runner. The convention success is retained. The workflow is restored disabled, the temporary runner variable is absent and consumed JIT input files are removed. Native acceptance, terminal export and cleanup still gate merge.

Closed full-fixture receipt SHA256: 49b8d68ade5523a92466b256219d54f07f504976fa702cc6f31232099d68455a. Payload log SHA256: b7ff2ab1ba4954815dfcca5c126d90602316d7af868394b9cc0043e5443533f2.

No source correction, mirror/date change, live worker recovery or private adoption is claimed. Documentation impact is evidence only for this continuation. PR160/161 remain serially queued; PR48 still requires the actual merged executor and full upstream/adopter acceptance.

Normal required validation passed at unchanged reviewed head 3b8a7152e260bae31cbb672e9a546cfbfc912a40 and base 4c30089f2476e4cb7d8a8659845bd76d0dd714b7.

Run 42128911979 attempt 2 passed all eight stages. All 22 executor controls passed in 16.684 seconds, and the complete original cache fixture passed within native validation, including matching managed-image identities, outage refusal and direct HTTPS. All cases, pins, signatures and deadlines remained unchanged. Earlier failures remain failed.

The official artifact ZIP matched GitHub SHA256 e76b509a80379b8b06f8b79d5e3ea2398f2f1e98b3417d941c6219a485e842d5; all nine files and eight stage-log hashes verified. The worker audit archive's eight files also verified. Normal runner cleanup had already removed its result copy, so no worker/official result byte-comparison is claimed.

Terminal scoped cleanup and final admission passed. Temporary credentials, JIT input and sudo grant are removed; the accepted baseline executor is restored. No runner process, active validation unit or container remains. Repository runner registrations and variables are empty, and the workflow is disabled again. Protected images, daemon and operator access remain unchanged. Two uncertain-or-unexpired BuildKit volume reports stay protected; no prune or retention change occurred.

Closed receipt SHA256 9eb23accd11227105c377ccfaee09fa5bfe5cee3d165ab40210998aab214f3a7. Evidence manifest SHA256 80db791d31b395ac43927b4d438b364732c6506e5f68f71d488a60eb3f7cf03b binds 59 files.

PR165 remains open and draft for Nick's newly requested council round. No duplicate review panel or test was started. PR160 has the next serial validation slot after the review and actual PR165 merge; PR161 and the template's merged-executor/full-acceptance gates remain queued. This establishes source-test acceptance, not live worker recovery or private adoption.

Documentation impact for this verification is evidence only. The source documentation changes remain covered by the existing exact-head review.
