update for deploy only on version tags#80

The documentation build is tested in .github/workflows/test-docs.yml so we probably don't need to do this. But could change so it just does the make on the test* tag and only do the deployment on the v* tag. This is similar to the setup for https://github.com/PlasmoGenEpi/pmotools-python/blob/main/.github/workflows/publish.yml Maybe overkill, so going to approve |
