feat: add get_task context hook for BDD scenarios

Summary

• Adds a getToolContext hook for get_task that surfaces a task's BDD scenarios into AI tool context
• Updates plugin-sdk-mcp dependency to 0.2.0
• Bumps minCoreVersion to v0.12.2 and version to 0.3.3

Test plan

• Verify get_task tool context includes BDD scenario titles when scenarios exist
• Verify no context block is added when a task has no scenarios
