docs(es): share ASVS 5.0.0 translation progress

This Pull Request relates to issue #3238.

Summary

Share the ongoing Spanish translation of ASVS 5.0.0 for early feedback and coordination. This is a draft, not a completed translation or a request to merge.

• Based on OWASP/ASVS:v5.0.0; changes are limited to 5.0/es/. The English reference is unchanged.
• Spanish drafts are present in the introductory documents, V1, V2, and requirements V3.1–V3.2.
• Requirement descriptions from V3.3 onward, V4–V17, and the appendices still need translation. Some headings and introductory text have already been translated.
• The latest commit, bf8a3824, reviews wording, grammar, verification-level labels, and project references in 0x03-What-is-the-ASVS.md.

The diff contains 28 files and 2,422 added lines because it includes the initial English scaffolding. This does not represent 28 completed translations.

Checks and remaining work

• Structural checks against 5.0/en/: 24 of 27 Markdown files passed.
• Structural mismatches remain in V1, V3, and Appendix C. V3.3 also retains both the English and Spanish introductory text.
• git diff --check reports an extra blank line at EOF in 0x00-Header.yaml:16 and trailing whitespace in 0x04-Assessment_and_Certification.md:39 and 0x05-For-Users-Of-4.0.md:62.
• Full translation review, remaining formatting corrections, link checks, and generated-document validation are still pending. No PDF/DOCX build was run.
