### Dell host prerequisite for re-runs

The Dell measurements run inside the NixOS systemd-nspawn container `tom`,
with Docker inside that container. runc needs BPF to set up device cgroups, so
the outer host must start `tom` with:

extraFlags = [ "--system-call-filter=bpf" ];

Without it every `docker run` fails with exit code 125 and
`bpf_prog_query(BPF_CGROUP_DEVICE) failed: operation not permitted`; the
backend reports this as a sandbox build failure. On 2026-10-09 the flag was
active only through `nixos-rebuild test` from a separate test flake
(`/root/nixos-tom-bpf-test` on the outer host). That flake is not the outer
host's full production configuration, so it must not be activated with
`nixos-rebuild switch`; the flag belongs in the host's own configuration. The
next reboot of the outer host removes it until then.
