🚀 Performance & Scalability | 🟠 Major | ⚡ Quick win

Reuse the resolved scope for the full batch.

For a scoped request with N target accounts, requireAccountsAccess resolves allowed once, but requireAccountAccess resolves it again for every account. This makes N+1 GetAllowedAccountsAPI calls before plan creation. validateTargetAccounts does not limit the account count. Fetch each account and check it against the existing allowed value to avoid repeated authorization work on large requests. (raw.githubusercontent.com)

Review comment at @internal/api/scoping.go at line 111:
Update requireAccountsAccess to check each fetched account against the
already-resolved allowed scope instead of calling requireAccountAccess for every
account. Preserve the existing per-account validation behavior while ensuring
GetAllowedAccountsAPI is called only once for the batch.
