fix(aws/ec2): pass the approved upfront so the go#611 price guard runs - #123
cudly_aws_ec2_ri_purchase built its common.Recommendation from region, type, count, term and payment option only. CommitmentCost stayed 0, so cloud-commitments-go#611's approved-upfront guard (checkApprovedUpfront, which skips when the approved figure is 0 or less) never ran for an MCP purchase. If an offering was repriced after the caller looked at it, the purchase went through at the new price.
Fix (owner decision D30: option 3 from the issue)
Pin bump (commit 90ac7e1): cloud-commitments-gopkg, providers/aws, providers/azure and providers/gcp all move to go main 8785de4, which includes go#611 (374052e). They stay on one commit. Fallout:
go mod tidy raised the AWS/Azure/GCP SDK minimums to what those modules require. These are indirect deps only.
provider.ProviderConfig is now a deprecated alias of provider.Config (go#603/#609), and staticcheck SA1019 flagged all 91 uses. I renamed them to provider.Config. Because it is an alias, behavior is identical.
No test or compile breakage beyond that.
Behavior pulled in that I noted in CHANGELOG:
RDS, MemoryDB, OpenSearch and Redshift get the same guard (go#615/#616). It stays inactive for MCP purchases because those tools set no approved upfront.
Azure purchases now check the billing currency (go#631; an empty currency means USD). The MCP USD cap already refused non-USD offerings, so in practice nothing changes for MCP.
Dry run returns the upfront:
A partial-upfront or all-upfront dry run looks up the offering through the real client's GetOfferingDetailsForClass, using the requested offering_class explicitly so a standard preview quotes the standard price.
It returns approved_upfront (UpfrontCost × count, rounded to cents) and approved_currency (USD) as new omitempty fields on PurchaseResponse.
The lookup is read-only (DescribeReservedInstancesOfferings). It needs credentials but not CUDLY_MCP_ENABLE_REAL_PURCHASES or the spend caps.
If the lookup fails, or the offering has no positive upfront, or it is not priced in USD, the dry run fails instead of returning a figure nobody could use.
Confirming call carries the figure back:
New tool args approved_upfront (number) and approved_currency (enum USD), with schema descriptions, tool description, README worked example and safety model updated.
The tool sets rec.CommitmentCost and rec.CommitmentCurrency from them, so go#611 refuses an offering more than 5% above the approved figure before PurchaseReservedInstancesOffering is called.
A confirmed upfront call missing either field is refused before any credential, provider or AWS call. The message tells the caller to run dry_run=true first and copy both fields.
No-upfront purchases need neither field, and their dry run still makes no AWS call.
New code: tools/aws_ec2_ri_upfront.go. Wiring: tools/aws_ec2_ri.go. Response fields: tools/purchase.go.
Money path: every way a confirming call could buy without the guard
No figure: refused locally when approved_upfront or approved_currency is missing on a dry_run=false, confirm=true partial/all-upfront call.
A figure the guard would skip or cannot compare: refused at the tool boundary in every mode. This covers 0, negative, NaN, ±Inf, and any currency that is not exactly USD (including usd and USD). go#611 skips <= 0 and treats an empty currency as USD; the tool never lets either through.
Payment options: "needs a figure" means every option except no-upfront. A payment option added later therefore fails closed.
The figure reaches the provider: rec is changed before it goes into PurchaseRequest. Nothing on the MCP path rescales it (ScaleRecommendationCosts is not used here), and the idempotency key does not include CommitmentCost. So re-running the dry run and confirming with a slightly different figure still derives the same token and cannot double-buy.
Count changed between preview and confirm: a higher count with the old figure is refused by the guard.
Remaining gaps (by design):
Switching all-upfront to partial-upfront, or to a cheaper class, passes because the upfront is lower. The USD cap still bounds the total.
The figure is supplied by the caller, so a caller that invents an inflated figure defeats the drift check. CUDLY_MCP_MAX_COMMITMENT_USD and CUDLY_MCP_BUDGET_USD still bound it.
Idempotent re-drive: a re-drive that finds an existing RI by tag returns without buying, so the guard is not needed there.
Guard refusal accounting: a guard refusal comes back as a provider error after PurchaseCommitment. It is audited status: "error", and under the existing rule ("fails after the provider was called counts as spent") it counts against CUDLY_MCP_BUDGET_USD. That is conservative but uses up budget headroom. A typed "refused before buying" sentinel from go would let it be released. I did not do that here; it is a possible follow-up.
Audit side effect: real upfront EC2 audit records now carry the approved upfront in estimated_cost.
Concurrency: no DB or shared state was added. The handler is stateless and all new state is per call, so no race test was needed.
Verification
Unit tests only, with a mock EC2 API. The tests drive the real(*ec2.Client) from the pinned go module through SetEC2API, so the provider's own findOffering, pricing and go#611 checkApprovedUpfront run. No real AWS account was used.

New tests in tools/aws_ec2_ri_upfront_test.go:
The dry run returns 3 × 500.25 = 1500.75 USD for both partial and all upfront, and makes no purchase call.
A standard dry run quotes the standard price.
A failed lookup fails the dry run.
Confirming with the dry run's own figure (+0%) buys once.
An offering repriced to +5.2% gets the guard's "exceeds the approved upfront" error and no PurchaseReservedInstancesOffering call.
+4% buys.
CommitmentCost and CommitmentCurrency reach the provider.
A missing upfront, currency or both is refused with zero provider resolutions and zero AWS calls.
0, negative, NaN, Inf, EUR, usd, USD and blank are refused in both modes.
No-upfront buys with no figure, its dry run never resolves a provider, and passing a figure for no-upfront is rejected.
Unconfirmed dry_run=false keeps its confirm refusal.
A full MCP-protocol round trip (dry run, copy the structured output, confirm) buys.
Fail-before / pass-after:
Pin probe: the same branch with the pins rolled back to go aba9e4b (the parent of 374052e, just before go#611). TestEC2UpfrontPurchaseAboveToleranceIsRefusedfails ("An error is expected but got nil": the +5.2% offering was bought). At 8785de4 it passes.
Against main's tool code: the new tests do not compile, because main has no approved_upfront argument and no dry-run quote.
Mutation probes on the fix (each one reverted after its run):
not setting CommitmentCost (main's behavior): AboveTolerance and CarriesApprovedFigure fail
not setting CommitmentCurrency: CarriesApprovedFigure fails
removing the missing-figure refusal: WithoutFigureIsRefused fails

Secrets: git-secrets on the 29 changed files found nothing, and a planted fake key was flagged.
Out of scope (same gap in other tools; not changed here)
cudly_aws_rds_ri_purchase and the simple-RI tools for OpenSearch, Redshift and MemoryDB (tools/aws_simple_ri.go): at this pin go has the same approved-upfront guard for them (go#615, go#616). These tools never set CommitmentCost, so the guard is skipped for MCP purchases, just as EC2's was.
cudly_aws_elasticache_ri_purchase: go has no approved-upfront guard for ElastiCache at all.
cudly_aws_savingsplans_purchase sets CommitmentCost (hourly × hours × years), but the go Savings Plans client has no price guard. cudly_azure_compute_ri_purchase and cudly_gcp_computeengine_cud_purchase have no approved-upfront guard in go.
Behavior change for callers
A partial/all-upfront EC2 RI dry run now contacts AWS (read-only) and needs working credentials. Before, it validated parameters offline.
Existing callers that confirm a partial/all-upfront EC2 purchase without running the dry run are now refused until they pass approved_upfront and approved_currency. This is intended by D30.
No frontend change is needed.
Maintainers: issue #117 currently carries no triage labels (priority/*, severity/*, urgency/*, impact/*, effort/*, type/*, triaged). Please triage it and mirror the same labels onto this PR.
EC2 Reserved Instance dry runs for partial- and all-upfront purchases now return the upfront amount and currency for approval. Confirming purchases must include those values.
Bug Fixes
Upfront purchases are refused if the current price exceeds the approved amount by more than 5%. The same price check now applies to RDS, MemoryDB, OpenSearch, and Redshift purchases when an approved amount is provided.
Azure reservation and Savings Plan purchases now validate billing currency; recommendations without a currency are treated as USD.
Documentation
Updated the worked example and safety guidance with the EC2 upfront approval flow and its audit-log behavior.
Move pkg and providers/aws, azure and gcp to go main 8785de4, which includes
the EC2 approved-upfront purchase guard (go#611, 374052e). go mod tidy pulls
in the newer AWS, Azure and GCP SDK minimums those modules require.
provider.ProviderConfig is now a deprecated alias of provider.Config
(go#603, go#609) and staticcheck SA1019 flagged every use, so the call sites
use provider.Config. The alias is identical, so behavior is unchanged.
Refs LeanerCloud#117
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The EC2 RI tool built its common.Recommendation from region, type, count,
term and payment option only, so CommitmentCost stayed zero and
cloud-commitments-go#611's approved-upfront guard was skipped for every MCP
purchase: an offering repriced after the preview was bought at the new price.
Per the owner decision on the issue (option 3), a partial- or all-upfront
dry run now looks up the offering (read-only) and returns its total upfront
(FixedPrice x count) as approved_upfront and approved_currency. The
confirming call must pass both back; the tool sets CommitmentCost and
CommitmentCurrency from them, so the provider refuses an offering whose
upfront exceeds the approved figure by more than 5% before calling
PurchaseReservedInstancesOffering. A confirming upfront call without both
fields, or with a non-positive, non-finite or non-USD figure, is refused
before any credential or AWS call. No-upfront purchases need no figure and
their dry run still makes no AWS call.

The EC2 Reserved Instance tool now returns upfront quotes for partial- and all-upfront dry runs and requires approval values for confirmed purchases. Provider configuration types and dependency versions are also updated.
Provider factories and related test callbacks now use provider.Config instead of provider.ProviderConfig. Dependency versions change. The changelog records related library updates and purchase checks.
Partial- and all-upfront dry runs return a USD quote. Confirmed purchases require the approved amount and currency. The provider refuses purchases when the current upfront price is more than 5% above the approved amount. No-upfront purchases do not use approval values.

tools/budget.go:93 (purchaseSpent): a go#611 guard refusal comes back as a provider error, so its reservation stays counted against CUDLY_MCP_BUDGET_USD. The PR body says this. One thing it doesn't spell out: with CUDLY_MCP_BUDGET_STATE set, that headroom is lost permanently, not just until a restart. So every price-drift refusal permanently shrinks the operator's budget. This fails safe (it never overspends), but a typed "refused before buying" sentinel from go is worth filing as a follow-up.
tools/aws_ec2_ri.go:79: the example prompt "Buy 2 r6g.large Reserved Instances in eu-west-1 for real, 1-year all-upfront" now gets the missing-figure refusal on its first call. The refusal text sends the caller to dry_run=true, so nothing breaks, but the example could say "preview, then buy".
tools/purchase.go:401-404: the ExecutePurchase comment "a preview makes zero provider/SDK calls" is still true of ExecutePurchase itself. The EC2 upfront tool now makes a read-only lookup before it, though, so a reader could be misled. README and the tool description are already updated.
Audit estimated_cost for a real upfront EC2 purchase is now the figure the caller supplied, not the offering's price (that is in result.Cost). An inflated approved_upfront would also inflate the audit estimate. This is cosmetic; the cap and budget use committedUSD from the provider lookup, never CommitmentCost (checked in commitment_usd.go and purchase.go).
Attacked:
Money path.applyApprovedUpfront runs before previewUpfront and ExecutePurchase, so a confirmed partial/all-upfront call without both fields is refused before any provider resolution. 0, negative, NaN, Inf and non-USD are rejected in every mode, so go's NoUpfrontApproved skip can't be reached from MCP. dry_run=false, confirm=false still gets its confirm refusal. The idempotency key (purchase_idempotency.go:63) doesn't include CommitmentCost, so confirming with a different figure can't double-buy.
Preview and purchase use the same offering. In the go pin's ec2/client.go, GetOfferingDetailsForClass and PurchaseCommitment both go through findOffering with the same resolved offering class. UpfrontCost is the per-instance FixedPrice, which is the figure checkApprovedUpfront multiplies by count. Rounding to cents is well inside the 5% tolerance. The USD cap and budget still use the provider price, not the caller's figure.
Pin. 8785de4 is on go main and contains 374052e (go#611). go mod tidy -diff is clean. I skimmed the go log 1ce87bd..8785de4 for MCP fallout: #608's strict CE converters accept the values MCP sends, and the Azure currency checks only tighten.
Checks run:
go build ./..., go vet ./... and go vet -tags integration ./... are clean. The repo has no integration-tagged tests.
go test -race -short -count=1 ./... passes (root, cmd/cudly-mcp, tools).
golangci-lint v2.10.1 reports 0 issues.
gocyclo -over 10 on aws_ec2_ri.go, aws_ec2_ri_upfront.go and purchase.go reports none.
Fail-before. I replaced rec.CommitmentCost = *args.ApprovedUpfront (tools/aws_ec2_ri_upfront.go:79) with a no-op. TestEC2UpfrontPurchaseAboveToleranceIsRefused and TestEC2UpfrontPurchaseCarriesApprovedFigure then FAIL, and they pass again once the line is restored. The above-tolerance test drives the real (*ec2.Client) over a fake EC2 API, so it covers go's own guard. It asserts zero PurchaseReservedInstancesOffering calls.
The issue's acceptance criteria are met: +5.2% is refused with no purchase call, +0% buys, and no-upfront is unchanged (no figure needed, and its dry run makes no AWS call). Closes #117 is correct.

CHANGELOG.md (pin bump entry): it lists go#611, #615/#616 and #631 as pulled-in behavior, but 1ce87bd..8785de4 also brings changes MCP code paths can see: go#608 (AWS recommendations now reject an unrecognized RI term, payment or lookback; the earlier review found that the values MCP sends are accepted, but a CE response with an odd value now errors instead of passing through), go#625 (Azure recommendations carry CommitmentCurrency), go#628 (GCP 1y and 3y SKUs priced separately), go#491 (the Azure duplicate check counts savings plans billed to another subscription) and go#471 (GCP fails closed on region-less storage SKUs). Earlier pin-bump entries listed this kind of thing. A follow-up line would help whoever bisects a search or pricing change.
A guard refusal counts against CUDLY_MCP_BUDGET_USD as spent (README and the body both say so). With CUDLY_MCP_BUDGET_STATE set, that headroom is lost for good, so repeated repricing refusals slowly use up the budget. It fails closed, so it is acceptable, but the follow-up the body names (an exported "refused before buying" sentinel from go; offeringprice is internal/, so MCP can't match on it today) is worth an issue.
Known gaps the body already discloses, and I agree they are not blocking: a confirm with a lower count, a switch from all-upfront to partial-upfront, or a switch to a cheaper class passes the guard. The caller supplies the figure, so the guard limits price drift, not an inflated figure. The USD cap and the budget, both priced from the provider's offering and never from approved_upfront (checked in commitment_usd.go), still bound the spend.
A confirmed upfront call missing the figure returns before ExecutePurchase, so it leaves no refused audit record. The README now calls this an argument-validation error, which matches how other bad arguments are treated. Noting it only because it is a money-path refusal with no audit trace.
From the earlier rL1 review, which I agree with: the example prompt at tools/aws_ec2_ri.go:79 ("Buy 2 r6g.large ... for real, 1-year all-upfront") now gets the missing-figure refusal on its first call. The refusal points the caller to the dry run, so nothing breaks, but the prompt could say "preview, then buy". Also from rL1: for a real upfront purchase, audit estimated_cost is now the caller's figure, not the offering price.
Attacked:
Read go at 8785de4 (providers/aws/services/ec2/client.go, internal/offeringprice). The dry-run quote (GetOfferingDetailsForClass with the explicit class) and the purchase (findOffering with the same rec and opts.OfferingClass) resolve the same offering. Both use fixedPriceCents, so the cent-rounded quote matches the guard's figure exactly. NoUpfrontApproved skips values <= 0, and the tool refuses 0, negative, NaN, Inf and any currency other than an exact USD before any provider call.
idempotencyKeyFor does not include CommitmentCost, so confirming again with a re-quoted figure gets the same token, which rules out a double buy. The cap and budget come from committedUSD (offering TotalCost × count), not the caller's figure. The no-upfront path is unchanged and its dry run still resolves no provider.
Fail-before: changed rec.CommitmentCost = *args.ApprovedUpfront to a no-op in the scratch checkout. TestEC2UpfrontPurchaseAboveToleranceIsRefused (both payment options) and TestEC2UpfrontPurchaseCarriesApprovedFigure fail, so the +5.2% offering is bought. Restored, and they pass. The tests drive the real (*ec2.Client) over a fake EC2 API, so the actual go#611 guard runs.
Ran at b315051 (merge base = origin/main 499ffd1): go build ./..., go vet ./..., go vet -tags integration ./... clean. go test -race -short -count=1 ./... ok (root, cmd/cudly-mcp, tools). - When a credential scope is supplied, `credential_scope` records that routing identifier: an AWS profile, Azure subscription, or GCP project. It identifies how CUDly selected the target; it is not a verified provider account ID. Previews may omit it because they do not require a target.
- A real purchase that a gate refuses before any provider purchase call is recorded `"refused"`, with the refusal text in `error_message` and the requested provider, service, region, resource, count, term and `credential_scope` on the record. This covers real purchases disabled, the count, hourly, memory, USD and cumulative budget limits, a missing credential scope, a failed credential/client resolution, a missing `ResolveClient` (internal error) and an unpriceable offering. Each refusal writes exactly one record and one `mcp purchase REFUSED` line on stderr. Argument-validation errors and an unconfirmed `dry_run=false` call are not refusals and write nothing.

Release budget headroom for verified pre-purchase price-guard refusals.
The EC2 price guard returns an error before PurchaseReservedInstancesOffering is called. ExecutePurchase still classifies every provider error as spent, so budgetReservation.settle(true) consumes the reserved amount. With CUDLY_MCP_BUDGET_STATE, this becomes persisted spend for the current budget month. Without it, the process budget remains consumed until restart.
Add a typed “refused before buying” sentinel in cloud-commitments-go. Release the reservation only for that sentinel. Keep ambiguous provider failures and common.ErrOutcomeUnknown counted because the purchase may have completed. The README accurately documents the current behavior, but documentation does not prevent retries from exhausting budget without a purchase.

Root cause
cudly_aws_ec2_ri_purchasebuilt itscommon.Recommendationfrom region, type, count, term and payment option only.CommitmentCoststayed 0, so cloud-commitments-go#611's approved-upfront guard (checkApprovedUpfront, which skips when the approved figure is 0 or less) never ran for an MCP purchase. If an offering was repriced after the caller looked at it, the purchase went through at the new price.Fix (owner decision D30: option 3 from the issue)
cloud-commitments-gopkg,providers/aws,providers/azureandproviders/gcpall move to go main 8785de4, which includes go#611 (374052e). They stay on one commit. Fallout:go mod tidyraised the AWS/Azure/GCP SDK minimums to what those modules require. These are indirect deps only.provider.ProviderConfigis now a deprecated alias ofprovider.Config(go#603/#609), and staticcheck SA1019 flagged all 91 uses. I renamed them toprovider.Config. Because it is an alias, behavior is identical.partial-upfrontorall-upfrontdry run looks up the offering through the real client'sGetOfferingDetailsForClass, using the requestedoffering_classexplicitly so a standard preview quotes the standard price.approved_upfront(UpfrontCost × count, rounded to cents) andapproved_currency(USD) as new omitempty fields onPurchaseResponse.DescribeReservedInstancesOfferings). It needs credentials but notCUDLY_MCP_ENABLE_REAL_PURCHASESor the spend caps.approved_upfront(number) andapproved_currency(enumUSD), with schema descriptions, tool description, README worked example and safety model updated.rec.CommitmentCostandrec.CommitmentCurrencyfrom them, so go#611 refuses an offering more than 5% above the approved figure beforePurchaseReservedInstancesOfferingis called.dry_run=truefirst and copy both fields.New code:

Money path: every way a confirming call could buy without the guard
approved_upfrontorapproved_currencyis missing on adry_run=false, confirm=truepartial/all-upfront call.0, negative, NaN, ±Inf, and any currency that is not exactlyUSD(includingusdandUSD). go#611 skips<= 0and treats an empty currency as USD; the tool never lets either through.no-upfront. A payment option added later therefore fails closed.recis changed before it goes intoPurchaseRequest. Nothing on the MCP path rescales it (ScaleRecommendationCostsis not used here), and the idempotency key does not includeCommitmentCost. So re-running the dry run and confirming with a slightly different figure still derives the same token and cannot double-buy.CUDLY_MCP_MAX_COMMITMENT_USDandCUDLY_MCP_BUDGET_USDstill bound it.PurchaseCommitment. It is auditedstatus: "error", and under the existing rule ("fails after the provider was called counts as spent") it counts againstCUDLY_MCP_BUDGET_USD. That is conservative but uses up budget headroom. A typed "refused before buying" sentinel from go would let it be released. I did not do that here; it is a possible follow-up.estimated_cost.Verification

cudly_aws_rds_ri_purchaseand the simple-RI tools for OpenSearch, Redshift and MemoryDB (tools/aws_simple_ri.go): at this pin go has the same approved-upfront guard for them (go#615, go#616). These tools never setCommitmentCost, so the guard is skipped for MCP purchases, just as EC2's was.cudly_aws_elasticache_ri_purchase: go has no approved-upfront guard for ElastiCache at all.cudly_aws_savingsplans_purchasesetsCommitmentCost(hourly × hours × years), but the go Savings Plans client has no price guard.cudly_azure_compute_ri_purchaseandcudly_gcp_computeengine_cud_purchasehave no approved-upfront guard in go.Behavior change for callers
