fix(tools): pass the approved upfront on RDS, OpenSearch, Redshift and MemoryDB purchases - #127
#123 made the EC2 RI tool pass the approved upfront so cloud-commitments-go's price guard runs. This does the same for the RDS, OpenSearch, Redshift and MemoryDB purchase tools. At the current go pin (8785de4), go already guards each of them in checkApprovedUpfront, which compares FixedPrice x Count against the approved upfront plus 5%. Until now these tools never set CommitmentCost, so the guard was skipped.
For a partial- or all-upfront purchase:
The dry run reads the offering through the provider's GetOfferingDetails (read-only, needs credentials). It returns approved_upfront (per-unit upfront x count, rounded to cents) and approved_currency (USD).
The confirming real purchase must pass both back; they become CommitmentCost / CommitmentCurrency. Without them, the purchase is refused before any credential, provider or AWS call.
approved_currency only accepts USD, through the schema enum and validation.
No-upfront purchases take neither field. ElastiCache is unchanged, because go has no guard for it.
Commits
refactor(tools): the approved-upfront helpers become service-agnostic. EC2 behavior and its error strings are unchanged, and its tests are untouched.
feat(tools/rds) and test(tools/rds): the RDS tool, plus boundary tests on the real go RDS client.
feat(tools/simple RI): OpenSearch, Redshift and MemoryDB through the shared simple tool. The existing tests that used all-upfront without a figure are updated in the same commit, each keeping its intent.
test(tools): boundary tests on the real go OpenSearch, Redshift and MemoryDB clients. go.mod moves the memorydb and sts modules from indirect to direct requirements, with no version change.
docs: PurchaseResponse schema text, README and CHANGELOG.
Verification
go build, go vet and go test -count=1 ./... pass.
Each service is tested on its real go client behind a fake of its API seam, with approved 1000 and count 1:
an offering at 1050.00 buys;
an offering at 1050.01 is refused with go's own "exceeds the approved upfront" error and zero purchase calls.
A confirmed upfront purchase without the figures is refused with zero provider resolutions.
MemoryDB in cn-north-1 cannot produce a USD quote, so its dry run fails.
Mutation probes on the figure wiring and the service labels fail the tests.
A guard refusal happens after the budget reservation (purchase.goreserveBudget), so under the existing rule the refused amount still counts against CUDLY_MCP_BUDGET_USD. This PR adds four services to that path. #124 tracks releasing that headroom.
Partial- and all-upfront RI previews for EC2, RDS, OpenSearch, Redshift, and MemoryDB now return the upfront price and currency after a read-only AWS offering lookup. Previews fail if the lookup fails.
Confirmed purchases require the preview’s approval values and are refused if the current upfront price exceeds the approved amount by more than 5%. No-upfront purchases require no approval values.
Audit records for completed upfront purchases include the approved amount; requests missing required approval values are rejected without an audit record.
Documentation
Updated guidance to describe preview pricing, purchase safeguards, and audit-log behavior.
Split the EC2 approved-upfront validate/apply/preview/quote logic into
core helpers that take the figures, a service label and an offering-price
func, so the other AWS RI tools can reuse them. The EC2 entry points stay
as thin wrappers and keep their error strings.

Partial- and all-upfront RDS dry runs now look up the offering and return
approved_upfront/approved_currency; the confirming purchase must pass them
back and they reach the provider as CommitmentCost/CommitmentCurrency so
the go#611 price guard runs. A confirmed upfront purchase without them is
refused before any provider call. No-upfront purchases take neither field.
The tool description no longer claims a dry run never contacts AWS.

Run the real go RDS client behind fakeRDSAPI: approved 1000 buys an
offering at 1050.00 and refuses 1050.01 with no purchase call; the dry run
quotes FixedPrice x count; unusable figures never reach the client; an MCP
round trip checks the {USD} approved_currency enum.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…ift and MemoryDB
The shared simple RI tool now takes approved_upfront/approved_currency
(currency enum USD). Partial- and all-upfront dry runs look up the offering
and return the figures; the confirming purchase must pass them back and they
reach the provider as CommitmentCost/CommitmentCurrency so the go#611 guard
runs. A confirmed upfront purchase without them is refused before any
provider call. No-upfront purchases take neither field. The tool description
no longer claims a dry run never contacts AWS.
Existing tests that dry-run or buy with all-upfront now use no-upfront or
pass the figures.

… upfront guards
Run the real go clients behind fakes of their AWS API seams: approved 1000
buys an offering at 1050.00 and refuses 1050.01 with no purchase call. Also
cover the dry-run quote on each client, one confirmed no-upfront buy per
service, and a MemoryDB cn-north-1 dry run that fails on the assumed-USD
region check. go.mod: memorydb and sts become direct requirements.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… MemoryDB
Extend the PurchaseResponse schema text, README and CHANGELOG from EC2 only
to the five AWS RI tools that now run the go#611 price guard, and fix the
stale changelog line saying the guard stays inactive for MCP purchases.
ElastiCache has no provider guard and is unchanged.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The change adds upfront offering quotes and approval checks for RDS, OpenSearch, Redshift, and MemoryDB reserved instances. Eligible dry runs return the offering total and currency. Confirmed purchases require those values and are refused when the offering price exceeds the approved amount by more than 5%.
Changes: Upfront RI approval flow
Layer / File(s)
Summary
Shared quote and approval validation tools/aws_ec2_ri_upfront.go, tools/aws_ec2_ri.go, tools/aws_opensearch_wire_test.go, tools/purchase.go
Shared helpers validate approval values and build quotes. EC2 uses the shared helpers. Its currency schema and purchase test are updated. The approval fields’ documentation now covers all supported RI products.
The shared simple-RI tool applies the approval flow to OpenSearch, Redshift, and MemoryDB. Tests cover quotes, price boundaries, and no-upfront purchases. Documentation, dependency declarations, and test inputs are updated.
The price guard permits increases up to 5%, which the README should state accurately. Failed previews can lack audit records, and refused purchases can consume budget headroom. Mergeability is low risk with explicit owner awareness and follow-up for those operational limitations.

Full details: Title check
Explanation
The title names the four services (RDS, OpenSearch, Redshift, MemoryDB) and the change (passing the approved upfront on their purchases). The raw summary and objectives confirm this is the main change: the tools now supply approved_upfront/approved_currency so the existing Go client price guard runs for these services. The title does not mention the dry-run/confirm flow or the ElastiCache exclusion, but it captures the primary change and is specific enough for a reviewer scanning history.
Full details: Linked Issues check
Explanation
Issue #125 requires the approved-upfront dry-run and confirmation flow for RDS, OpenSearch, Redshift, and MemoryDB. The reviewed changes add shared validation and quote handling, wire the RDS and simple RI tools, and keep ElastiCache unchanged. The tests cover approval at 0% and 5% price increase, rejection above 5%, missing figures before provider resolution, no-upfront behavior, and the USD schema restriction. The current dependency pin changes to 39dc6e7, but the reviewed evidence still shows the provider guard and its boundary tests for all four services.
Full details: Out of Scope Changes check
Explanation
The current head adds changes outside issue #125. tools/budget.go now releases budget reservations when a provider returns ErrRefusedBeforePurchase. The related README and CHANGELOG text documents this #124 behavior. go.mod and go.sum also update all cloud-commitments-go modules from 8785de4 to 39dc6e7, including unrelated Azure pricing changes. Issue #125 only requests approved-upfront handling for four AWS RI tools.
Resolution
Remove the unrelated budget-release implementation and its documentation, and revert the unrelated cloud-commitments-go dependency bump unless a separate linked issue requires them. Keep only dependency changes required to implement and test issue #125.

Blocking

Non-blocking
tools/aws_simple_ri_test.go:164TestSimpleAWSRIPurchaseHandleDryRunNeverCallsProvider now runs only no-upfront (line 175), so its name overstates what it pins. The upfront counterpart is covered elsewhere (aws_simple_ri_upfront_test.go:43: one resolution, zero purchases), so intent is not lost; a rename or a comment would keep the name honest.
Real-client boundary tests (aws_rds_ri_upfront_guard_test.go:36, aws_simple_ri_upfront_guard_test.go:180) use All Upfront with count 1 only. Partial upfront reaches the go guard only through fakeServiceClient (aws_simple_ri_upfront_test.go:126). Low risk because go keys the guard on CommitmentCost, not payment option (e.g. services/rds/client.go:222-247), but a partial-upfront case on one real client would close it.
tools/aws_ec2_ri_upfront.go now holds the service-agnostic helpers (applyApprovedFigures, previewUpfrontQuote, quoteUpfront); the EC2 file name no longer matches its contents. Cosmetic.
As the PR notes, a guard refusal happens after reserveBudget, so it counts against CUDLY_MCP_BUDGET_USD (#124); this PR widens that to four more services. Tracked, not introduced.
Checked against source of truth
Guard present and wired at the pin: checkApprovedUpfront at rds client.go:222 (called :169), opensearch :271 (called :202 with safeInt32Count(rec.Count) :166), redshift :206 (called :151), memorydb :226 (called :172). Each skips only when NoUpfrontApproved(CommitmentCost) (internal/offeringprice/offeringprice.go:156), compares FixedPrice x count via CheckUpfront (:164-172, whole cents, ceiling approved x 1.05, :144/:149). ElastiCache has no guard at the pin, and tools/aws_elasticache_ri.go is untouched; no doc claims ElastiCache coverage.
Quote vs guard: the dry run uses each client's GetOfferingDetails, which resolves the same findOfferingID(ctx, rec, "") and sets UpfrontCost = priced.Upfront = FixedPrice (offeringprice.go:80). quoteUpfront (tools/aws_ec2_ri_upfront.go:135) multiplies by rec.Count and rounds to cents; rounding can lower the figure by under half a cent, absorbed by the 5%. Same price field, same count, same offering.
Currency: RDS/OpenSearch/Redshift read CurrencyCode; MemoryDB has none and uses AssumedUSD by region (offeringprice.go:132), and its guard refuses non-USD regions via checkAssumedUSD. The MCP side accepts only USD (schema enum aws_rds_ri.go:80, aws_simple_ri.go:134; validation aws_ec2_ri_upfront.go:41). cn-north-1 MemoryDB dry run fails (test at aws_simple_ri_upfront_guard_test.go:249).
Purchase call sites: ExecutePurchase callers are ec2, rds, simple (OpenSearch/Redshift/MemoryDB), elasticache, savingsplans, azure, gcp; PurchaseCommitment is called only from purchase.go:456. No batch/bulk path. Both RDS (aws_rds_ri.go:104) and simple (aws_simple_ri.go:164) call applyApprovedFigures before any resolve, and the confirmed upfront path without both figures returns before ExecutePurchase.
No-upfront: requiresApprovedUpfront is != no-upfront, so partial upfront requires the figure; zero/negative/NaN/Inf rejected (aws_ec2_ri_upfront.go:48), so no CommitmentCost <= 0 skip of the guard. No-upfront dry run never resolves a client; figures on no-upfront are rejected; a confirmed no-upfront buy still buys once on all three real clients.
EC2 unchanged: diff of aws_ec2_ri_upfront.go/aws_ec2_ri.go is a rename plus extraction; every EC2 error string is reproduced with service="EC2", previewUpfront keeps the explicit-class pricer and its error texts, the dry-run/no-upfront early return is preserved. aws_ec2_ri_upfront_test.go and aws_ec2_ri_test.go are untouched and pass.
Existing-test edits (88169f9): audit_test.go:254 and aws_simple_ri_test.go:175 move to no-upfront so the "preview never resolves" intent still holds; aws_simple_ri_test.go:204 and aws_opensearch_wire_test.go:195 add approved figures so the real-purchase assertions still run (wire test still asserts exactly one purchase request and its body). No assertion removed or weakened. Other callers (spend_caps_test.go, adopted_go_safeguards_test.go) use ExecutePurchase directly or no-upfront RDS args and are unaffected.
CommitmentCost side effects: only the go guard and go audit EstimatedCost (pkg/common/audit.go:301) read it; idempotency key (purchase_idempotency.go:63) does not include it, so retries dedupe as before. CHANGELOG estimated_cost claim holds.
Boundary tests reach go: tools/ has no non-test "exceeds the approved upfront" string; the refusal text comes from offeringprice.CheckUpfront. Positive controls: 1000 and 1050.00 buy with exactly one purchase call; 1050.01 refused with zero purchase calls, on real rds/opensearch/redshift/memorydb clients over API fakes.

Release budget reservations for refused approved-upfront purchases.
A go#611 price-guard refusal returns an error from PurchaseCommitment before any purchase call. purchaseSpent treats every error as spent, so the refused total stays counted against CUDLY_MCP_BUDGET_USD. This can block a later valid purchase. Issue #124 tracks the fix.

Update the PurchaseCommitment and purchaseSpent accounting flow so an explicit
price-guard refusal that occurs before any purchase call releases the
approved-upfront budget reservation. Distinguish that no-purchase refusal from
errors that may follow a purchase, preserving their existing spent-accounting
behavior.
Add partial-upfront offerings to the real-client guard boundary test.
TestSimpleUpfrontGuardBoundaryOnRealClients builds only all-upfront offerings for OpenSearch, Redshift, and MemoryDB. The fixture builders accept only all-upfront or no-upfront payment options. Partial-upfront confirmations therefore have no real-client check at the approved price, at the tolerance edge, or above tolerance.
The existing partial-upfront tests in tools/aws_simple_ri_upfront_test.go use fakeServiceClient. They check the quote and the carried figures, but they do not assert a price refusal.
Extend the OpenSearch, Redshift, and MemoryDB builders to accept a partial-upfront payment option. Then add partial-upfront rows for each service to the boundary table. Keep the existing 1000, 1050.00, and 1050.01 cases for each partial-upfront row.

offerings. Add partial-upfront rows for each service at approved price 1000,
tolerance edge 1050.00, and above tolerance 1050.01, preserving the existing
real-client guard assertions.
Add a partial-upfront case above tolerance to the real-client RDS guard suite.
TestRDSUpfrontGuardBoundaryOnRealClient covers only all-upfront offerings. guardRDSArgs hardcodes PaymentOptionAllUpfront, and each case uses allUpfrontRDSFake. No case covers a partial-upfront purchase above the 5% tolerance. A regression in the refusal behavior for partial-upfront purchases would not fail this suite. The partial-upfront test in tools/aws_rds_ri_upfront_test.go checks only the forwarded CommitmentCost and CommitmentCurrency. It does not check a refusal.
Add a partial-upfront boundary case to the real-client suite. Assert that a just-above-tolerance price is refused before the Purchase call. Pass the payment option into guardRDSArgs so that the new case can reuse the helper.
Coverage note
The gap concerns the real-client refusal boundary. Forwarding for partial-upfront is already asserted in tools/aws_rds_ri_upfront_test.go.

Cold second review of d455ccb...943dfd4, done in my own clone; base d455ccb is the current main tip. The PR body was treated as a claim. The money path holds up, and the only blocker is the red Lint job.
Blocking: Lint Code fails at this SHA, so CI Success fails too.golangci-lint run ./... reproduces the three govet findings locally:
tools/aws_rds_ri.go:110 shadows err from line 97 (client, err := resolve(ctx) inside the price closure).
tools/aws_simple_ri.go:170 has the same shadow, of line 156.
tools/aws_rds_ri_upfront_guard_test.go:37 fails fieldalignment: the anonymous test-case struct has 40 pointer bytes and could have 24. Ordering the fields strings, then float64, then bool fixes it.
The two shadows are harmless at run time, since each closure returns its own error, but they fail the gate. Renaming the inner error (for example resolveErr/priceErr) fixes both. The PR body's verification lists build, vet and test but not lint.
The Run pre-commit hooks failure is not this PR's: Install Trivy hit curl exit 6 (DNS). A re-run, or a port of cloud-commitments-go#669's pinned and retried install, should clear it.
Money path: checked against cloud-commitments-go at the pin 8785de4.
The figure reaches the guard. RDS, OpenSearch, Redshift and MemoryDB each call checkApprovedUpfront in PurchaseCommitment before the purchase call (services/rds/client.go:169, opensearch/client.go:202, redshift/client.go:151, memorydb/client.go:172). Each one compares FixedPrice x count with rec.CommitmentCost through offeringprice.CheckUpfront: cent-rounded, ceiling approved x 1.05, and refused when the currency isn't USD. Before this PR, CommitmentCost was 0 for these tools, so NoUpfrontApproved skipped the check.
The dry-run figure matches what the guard compares.GetOfferingDetails and PurchaseCommitment use the same findOfferingID, and UpfrontCost is offeringprice.Price's Upfront, which is the raw FixedPrice. So the quote (round(unit x count, cents)) and the guard's FixedPrice x count are computed from the same number. A cent-rounded quote always clears the ceiling at an unchanged price. OpenSearch's guard multiplies by safeInt32Count(rec.Count), which equals rec.Count for any count that can be bought.
Currency. The dry run accepts only USD (after TrimSpace). Input currency is checked by the schema enum and by validateApprovedFigures. MemoryDB in cn-* gets AssumedUSD refused in GetOfferingDetails, so its dry run fails instead of quoting.
Refusals. A confirmed upfront purchase without both figures is refused in applyApprovedFigures before ExecutePurchase, so it makes no credential, client or AWS call. A figure of 0, below 0, NaN or Inf is refused, which matters because go would treat <= 0 as "skip the guard". Figures on no-upfront are refused. None of these refusals is audited, which matches EC2 and the README.
Caps are independent of the caller's figure.enforceUSDCap and reserveBudget price the offering through committedUSD/unitOfferingUSD (TotalCost x count) and never read CommitmentCost. An inflated approved_upfront therefore only disables the drift guard, as the README says, and the operator caps still bound the spend.
Idempotency.idempotencyKeyFor (tools/purchase_idempotency.go:63) excludes CommitmentCost/CommitmentCurrency, so retrying a confirm with a different figure derives the same token and cannot double-buy.
Scope. ElastiCache is not a simpleAWSRIPurchaseSpec (only OpenSearch, Redshift and MemoryDB are), so it is unchanged, as claimed.
Audit. The CHANGELOG says real upfront records carry the figure in estimated_cost. That is true, through go's NewAuditRecord (common/audit.go:301, EstimatedCost: rec.CommitmentCost).
Mutation probes (each run in my clone against go test ./tools/, then reverted):

survives
The survivor is defence in depth, since validateApprovedFigures still rejects anything but USD at run time. It would take a one-line schema assertion to pin it. That is optional.
Local verification at this SHA (macOS): go build ./... and go vet ./... are clean, and go test -count=1 ./... passes all 3 packages. golangci-lint run ./... gives the 3 govet issues above.
Not blocking
As the PR body notes, a guard refusal still counts against CUDLY_MCP_BUDGET_USD (#124). This PR widens that to four more services.
approved_upfront is not bound to a dry run (no signed quote), the same as EC2 after #123. That is documented, and the USD cap and budget bound it.
CI at this SHA: Lint Code and CI Success fail, and Run pre-commit hooks fails (Trivy DNS). The other 9 checks pass. Once the lint fixes land, I'll re-review the delta and approve. Not merging.
Rename the dry-run pricing closures' errors (resolveErr, priceErr) so they
no longer shadow the handler's err in the RDS and simple RI tools, and
reorder the RDS boundary test-case struct fields for fieldalignment.

tools/aws_rds_ri.go and tools/aws_simple_ri.go: in the dry-run pricing closure, err is renamed to resolveErr and priceErr (govet shadow). The messages, the %w wrapping and the control flow are unchanged.
tools/aws_rds_ri_upfront_guard_test.go: wantErr moves first in the boundary-case struct (fieldalignment). Each row's values are reordered to match: at approved = "" / 1000 / true; tolerance edge = "" / 1050.00 / true; just above = "exceeds the approved upfront" / 1050.01 / false. The boundaries and expected outcomes are identical.
No behaviour change, so my 943dfd4 review (5/5 mutation probes killed) still applies.
CI note: "Run pre-commit hooks" failed at 6e14495 in Install Trivy with curl exit 6 inside install.sh (the runner DNS flake), before any hook ran. It is unrelated to this delta, and #128 fixes it. The job needs a rerun or #128 merged first before this PR's CI is green.
APPROVE @ 3e02b1a (re-confirm; supersedes my 6e14495 re-confirm for the new head)
The new head 3e02b1a is a GitHub merge of main 0de336a (which includes #128's Trivy step) into 6e14495. Its parents are 6e144953 and 0de336a2.
Checked: the PR's diff against its base is unchanged. compare <old merge-base>...6e14495 and compare main...3e02b1a list the same 15 files with identical patches, apart from hunk line offsets. My 943dfd4 review (5/5 mutation probes killed) and the 6e14495 lint-delta re-confirm still apply.
CI at 3e02b1a is all green, including "Run pre-commit hooks" (the Trivy install now comes from #128), Unit Tests, gosec, Trivy and both Build MCP jobs.
Re-review of 3e02b1a by claude-nibblets. This is a comment review because GitHub does not let the PR author's account approve its own PR.
The merge changes no PR code.3e02b1a merges main (0de336a, #128) into 6e14495. Two checks in my clone:
git diff 0de336a 3e02b1a is byte-identical to git diff d455ccb 6e14495, so the PR's change against main is exactly what I reviewed.
git diff 6e14495 3e02b1a is byte-identical to git diff d455ccb 0de336a, so the merge brings in only #128's Trivy step, which I also reviewed.
The 6e14495 delta (since my CHANGES REQUESTED at 943dfd4) is lint-only.
The two closures: the inner err in the RDS and simple-RI dry-run price closures becomes resolveErr/priceErr. The errors are wrapped with the same text and returned on the same paths.
The test struct: the boundary-test case struct is reordered to name, wantErr, price, buys. All three literals were reordered to match, so 1000 and 1050.00 still buy and 1050.01 is still refused with "exceeds the approved upfront".
Locally at 6e14495:golangci-lint run ./... reports 0 issues, go vet is clean, and go test -count=1 ./... passes all 3 packages.
My money-path review at 943dfd4 carries over unchanged. Checked against go 8785de4:
the guard is wired on all four services;
the quote equals the guard's FixedPrice x count, cent-rounded;
only USD is accepted;
a confirm without both figures is refused before any AWS call;
the USD cap and budget ignore the caller's figure;
the idempotency key excludes the figure;
11 of 12 mutation probes were killed, and the schema-enum survivor is in the post-merge follow-up.
CI at this SHA: all 11 checks pass: Run pre-commit hooks (now with #128's Trivy step), Lint Code, Lint Workflows, Unit Tests, both Build MCP jobs, Security Scanning, Trivy, gosec, Snyk and CI Success. CodeRabbit was skipped, and the merge state is CLEAN.

go.mod against main: memorydb v1.42.6 and sts v1.51.5 move from indirect to direct requires, at the same versions (the PR's tools use them directly). There are no version bumps, and the cloud-commitments-go pins equal main's 39dc6e7.
CI is 12/12 green.
My 943dfd4 review (5/5 mutation probes killed) and the later re-confirms still apply.
APPROVE @ 2aaf664 by claude-nibblets. This is a delta re-approval after my APPROVE at 3e02b1a (review 5763423407), and a comment review because GitHub does not let the PR author's account approve its own PR.
The delta is merge-only.2aaf664 is a merge commit whose parents are 3e02b1a (this branch) and 6b9b896 (main, #130), with no other commit.
The PR's own change is unchanged. Outside go.mod and go.sum, the PR's hunks against main at this head (6b9b896...2aaf664) are line-for-line identical to its hunks at 3e02b1a against that head's main (0de336a...3e02b1a): 1058 changed lines, with no differences. Only the README and CHANGELOG context lines that #130 added move.
The go.mod resolution.
Against main, the only differences are aws-sdk-go-v2/service/memorydb v1.42.6 and service/sts v1.51.5 becoming direct requirements, exactly as at 3e02b1a.
The four cloud-commitments-go pins are main's 39dc6e7.
At the 39dc6e7 pin, the RDS, OpenSearch, Redshift and MemoryDB approved-upfront guards wrap ErrRefusedBeforePurchase (go#672). The approved figures this PR passes therefore now get #130's release on a guard refusal, which #130's body anticipated.
This PR adds no wrapper between the provider and purchaseAndSettle, which settles on the raw (result, err), so the release rule sees the sentinel unchanged.
The refused before purchase: prefix leaves this PR's Contains("exceeds the approved upfront") assertions intact, and CI shows them passing.
My 3e02b1a and 943dfd4 findings on amounts, caps, currency, refusals and idempotency carry over unchanged. I ran no local build: the code is unchanged, and CI ran on this exact merge.
CI at this SHA: all 12 checks pass: Lint Code, pre-commit, Lint Workflows, Unit Tests, Build MCP (ubuntu and macos), Security Scanning, Snyk, Trivy, gosec, CodeRabbit and CI Success. The merge state is CLEAN, with 0 unresolved threads.

Summary
#123 made the EC2 RI tool pass the approved upfront so cloud-commitments-go's price guard runs. This does the same for the RDS, OpenSearch, Redshift and MemoryDB purchase tools. At the current go pin (8785de4), go already guards each of them in
checkApprovedUpfront, which comparesFixedPrice x Countagainst the approved upfront plus 5%. Until now these tools never setCommitmentCost, so the guard was skipped. For a partial- or all-upfront purchase:
GetOfferingDetails(read-only, needs credentials). It returnsapproved_upfront(per-unit upfront x count, rounded to cents) andapproved_currency(USD).CommitmentCost/CommitmentCurrency. Without them, the purchase is refused before any credential, provider or AWS call.approved_currencyonly acceptsUSD, through the schema enum and validation.No-upfront purchases take neither field. ElastiCache is unchanged, because go has no guard for it.

go build,go vetandgo test -count=1 ./...pass.cn-north-1cannot produce a USD quote, so its dry run fails.Note on #124
A guard refusal happens after the budget reservation (
purchase.goreserveBudget), so under the existing rule the refused amount still counts againstCUDLY_MCP_BUDGET_USD. This PR adds four services to that path. #124 tracks releasing that headroom.Closes #125
