ci: build on Go 1.26.9 so govulncheck stops failing on six stdlib advisories - #176

…nd net/textproto advisories go1.26.8 has six standard-library advisories our code reaches (GO-2026-6608 and GO-2026-6610 to 6617), all fixed in go1.26.9. The govulncheck gate now fails every pull request. Bump the exact pin in all four workflows that set it; the security notes listed three and missed catalog-drift.yml.

govulncheck fails on every pull request now, including the docs-only #175. Go 1.26.8, the toolchain CI and releases pin, has six standard-library advisories in net/http and net/textproto that our code reaches. All six are fixed in Go 1.26.9:
GO-2026-6608, GO-2026-6610, GO-2026-6611, GO-2026-6612, GO-2026-6613, GO-2026-6617
The fix is the one docs/SECURITY-NOTES.md prescribes: move the exact pin to the latest 1.26.x. The notes said the pin lives in three places, but catalog-drift.yml has a fourth, so this bumps all four and corrects the note.
Workflow and docs files only. Auto-tag does not watch these paths, so merging this does not cut a release. The next release will build on 1.26.9.
