ci: add missing feature-pr workflow from the v4 reusable suite - #5

The v4 adoption (#1) skipped feature-pr.yml, so pushes to feat/fix/etc. branches never got an auto-opened PR — every PR into next had to be opened manually under the pusher's own account, which then hits GitHub's block on authors approving their own PR.
