feat(authoring): consolidate admission and paired staging checkpoints

Combines native admission source with the independently reviewed frozen-input codecs, paired pack validation, provenance, staging/readers and isolated workflows consolidated from #219, #220, #223, #225, #227, #228, #229 and #230. Useful YAML implementation remains preserved.

Stacked on #210. Refs #203, #208. Owner-requested consolidation preserves history and reduces the open dependency stack. Combined delta: 8,140 changed lines (7,921 additions, 219 deletions), an explicit consolidation exception to the usual review budget.

All 10 required CI checks passed on the incoming #219 head 47e376f. Consolidation head 5462c3c retains its exact Git tree. The accepted C1 source checkpoints do not confer acceptance on the underlying N2 source.

N2 independent review terminated with a cybersecurity refusal and is NOT accepted. That review and its probes are not being retried, rerouted or replaced. Historical writer tests are source/synthetic evidence only. Genuine authenticated custody, supported platform observation, public-packed E2E, qualification and release remain open. This PR is not approved for main activation or public release on the strength of consolidation CI.

C2 consumer and terminal-fix checkpoints from #229 are now integrated at 8a7e18f. Independent review accepted the bounded C2 source and fix; 54 tests and all 10 required CI checks passed at incoming 3814f75. The merge preserves that exact source tree. This does not change the unresolved N2 disposition above. C3 real public acceptance remains to be implemented and executed.

Offline public v2 evidence correction from #204 is integrated through #230 at 4f502a8. Independent integration review accepted all 11 incoming paths; focused Node 11, Python 16, Go 3+2 tests and all ten integration-head CI checks passed. This merge preserves exactly tree 416a5608052ec9ce19496e5c43bc7194fc3a6951 from reviewed f5ad7de. Successful production installer execution remains unproven. Refs #230, #204, #199.

C3a and its P1 interpreter-authority correction are integrated through #232 at 33f764c. The merge preserves the exact reviewed tree e8fa99c2afa1a59d518f5b4e0d369ea295e505f9. Independent follow-up review accepted the correction, all twenty Python tests passed independently, and all ten CI checks passed on incoming 210c77b. The prepared public journey contract remains closed until complete C3b execution and independently provisioned controller admission exist. No genuine E2E or release acceptance follows from this source checkpoint. Refs #232.

PR #233 is integrated at 12da41a (tree identical to independently reviewed ade405f). All ten CI checks passed. Source-frozen tool provisioning and its empty-file, Unicode and atime corrections are accepted. Genuine public execution remains closed pending the remaining C3b scenarios, actual interfaces and qualification; this does not establish full E2E or release readiness.

PR #237 is integrated at 2c72d98, preserving tree 87a3de1a8fff5e3491f978e13320824ff156f4fa from independently reviewed f6e9ad8. Independent Astra low review accepted the scenario/result source and both corrections: complete generated-tree semantics and captured digest binding, plus acquired observer finalization. All 45 independent tests and all ten exact-head CI checks passed, including Windows amd64 after the bounded quoting-helper mitigation. Source YAML capabilities remain preserved.

Remaining C3b step 3 is now in implementation: completed remote J/E reader, aggregation, E2, the four-invocation workflow and public admission adapter retaining native checks. Genuine custody/process/installer facades and immutable provisioning are still absent; authentic public E2E, the N2 disposition and release gates remain unchanged. Refs #237.
