Psych 4+ (and by extension, Ruby's YAML module) uses
safe_loadby default. This method is more restrictive in what it will parse from a YAML file. Notably, it does not allow for aliases by default. We use aliases fairly frequently in our application settings files, so we want to enable that option when loading.
