Refresh all eight project workflow skills from zaks-io/skills commit 04280b59063b2a6870d8f3a49072e135ac8253b3 using skills@1.7.0 add --skill '*' with the repo's tracked agent targets. Add newly published skills and remove retired source skills through the CLI. Preserve other skill sources.

• Verified the complete skill set, every canonical file hash, and tracked runtime links/copies against upstream.
• Repeated the install: no diff changes.
