Summary

• Replace 01_bug_report.yml, 02_feature_request.yml, 03_codebase_improvement.yml and 04_documentation.yml with byte-for-byte copies of .github/ISSUE_TEMPLATE/ in z-shell/.github at 8ea2c8002fd944707713a338de75beb7200580a0, and add 05_membership.yml, 06_agent_handoff.yml and 07_delivery_initiative.yml from the same revision.
• The old copies applied labels that do not exist in this repository (bug 🐞, triage 📑, feature-request 💡, enhancement ✨, documentation 📝), and their Contributing Guidelines and Code of Conduct links return 404. The organization copies apply the type:*, status:triage and area:docs labels and link to the organization files. No question or field is lost: every field of the old forms exists in the organization forms.
• 01_request_documentation.yml and config.yml are unchanged; the first is an approved exception in the organization's template-exceptions.yml and the second already equals the organization file.

• git hash-object of each changed or added form equals the blob at the same path in z-shell/.github at 8ea2c800.
• Every label the forms apply exists in this repository.
