Summary

• Remove .github/ISSUE_TEMPLATE/01_bug_report.yml and .github/ISSUE_TEMPLATE/config.yml. Any file in a repository's ISSUE_TEMPLATE folder hides the whole organization issue-template folder, so this repository showed only an older copy of the bug report form.
• With both files gone, the organization forms from z-shell/.github apply: bug report, feature request, codebase improvement, documentation and the other shared forms, with the current contact links.
• The removed form was an older copy of the organization bug report: its fields have current equivalents, and the labels it applied no longer exist in this repository. The removed config carried older versions of the organization contact links and one link to a site that no longer resolves.

Verification

• repo-settings-audit.rb --community-health from z-shell/.github reported exactly these two files for this repository, with the blobs that were removed.
• The repository has no organization routing workflow, so no routing check applies.
