This brings changes needed for the new w64devkit based build environment and removes support for the old mingw32 based build environment. Not be confused with the current msys2 build environment.
This is a port of the workflow of the same name from xatrix. It combines the Win32 and Win64 in one file and uses the same env as the official Windows release builds.
