Complete the BrowserRuntime, BrowserSession, Page, and Frame lifecycle with explicit ownership, cancellation-safe cleanup, and structured close reporting.

Add Frame/OOPIF routing, navigation commit fences, locators, actions, events, dialogs, downloads, Network, evaluation, storage, artifacts, diagnostics, context options, routes, and target-close confirmation.

Cover ownership, cleanup races, page publication, and protocol behavior with fake-CDP and public API contract tests. Upgrade cdpkit to 0.7.2.

Remove private design documents from tracked source and enforce the public repository boundary in repository contracts and release checks.
