Third PR in the ordered functions.exec stack; targets #4. Adds strict JavaScript alias normalization, raw Codex patch grammar parsing, and bounded parent-mediated nested calls. This PR deliberately does not register tools, mutate files, or grant permissions: the next engine layer will dispatch the canonical calls through the existing gate.
Verification:
Core TypeScript has only the six existing approvals.test.ts diagnostics.
