lang: add a translator guide and fix the English colon spacing#439

Document the lang/*.txt format and contribution flow in lang/README.md (linked from CONTRIBUTING.md); the project had no written instructions for translators. Also drop the stray space before the colon in the English "Filters (refuse/accept links):" label so it matches the other labels. Only the English.txt value is changed, not the msgid key, so existing translations still resolve. HTTrack shipped no written instructions for translators, which is what #74 asked for. This adds
lang/README.mdcovering thelang/*.txtpair-of-lines format, theLANGUAGE_*header fields, and the charset trap (save the file in its declared encoding or an editor that rewrites it as UTF-8 corrupts the high bytes). It is linked fromCONTRIBUTING.mdso contributors can find it.It also fixes #75: the English "Filters (refuse/accept links) :" label carried a space before the colon that no other label has. Only the
English.txtvalue changes; the msgid key keeps the original text so existing translations still resolve.Closes #74
