把 RPC 性能观测从 artifact / Actions Summary 简化成仓库内一个持续更新的 Markdown 文档。
改动
docs/PERFORMANCE.mdRpcPerformanceSnapshotTest，只验证性能测试和 metrics 一致性，不再上传性能 artifact，也不再写 Actions Summaryrpc-integration将生成的 Markdown 快照作为 job output 传给后续记录 jobRecord Performancejob，仅在push main且 RPC Integration 成功时执行github-actions[bot]提交回docs/PERFORMANCE.mddocs/PERFORMANCE.md的 push 设置paths-ignore，同时记录提交带[skip ci]，避免 CI 自触发循环Record Performancejob；PR 测试 job 仍保持只读权限说明
性能数据仍然是观测数据，不用 GitHub Hosted Runner 的绝对 QPS / 延迟作为硬性合并门槛。仓库中的
docs/PERFORMANCE.md将成为唯一长期性能记录。
