ADR 0011: read-only Spec Kit dashboard on one owner-authenticated control-plane API (H8:a, H17:a, H24:a). The dashboard supersedes ADR 0006's first increment (ADR 0006 header carries both "Amended by ADR 0009" and "Superseded in part by ADR 0011").
