This PR removes the World ID 4.0 team allowlist gate.

  • Makes World ID 4.0 registration, navigation, and app creation available without the SSM allowlist.
  • Keeps legacy World ID 3.0 actions read-only by default while preserving the separate legacy edit allowlist.
  • Updates MCP errors/docs and removes obsolete feature-flag tests.
  • Validates with typecheck, Prettier, and the focused MCP API test.
