feat: ship release-first operational review

Outcome

Rewrites the README around the shipped 4.7 product, removes the 24-hour window as a release prerequisite, and adds a read-only six-hour operational review task.

Runtime behavior

• Reviews SQLite integrity, observation jobs, compiled-profile support, recent private-context residue, and the natural-language recall canary
• Records PASS/WARN/FAIL JSON without mutating claims, jobs, lifecycle, or success watermarks
• Keeps Gemini extraction plus GLM consolidation as the activated provider path
