Reference HTTP in Collections #640

In Inbox, Outbox, and other Collections subsections, we describe how the server should handle HTTP POST requests. We also talk about the "requester" and filtering, without clearly saying that this happens in response to an HTTP GET request. A quick phrase, like "In response to an HTTP GET request, ..." could clarify these.
