feat: improve public onboarding and release reliability

• make the Chinese guide the default README and provide a dedicated English guide
• use readable terminal output while keeping redirected output machine-readable
• align GitHub Actions and Go dependency pins with reviewed upstream versions
• route prereleases to npm next and strengthen release-asset and packaged Skill verification
• ensure the InteractAI workflow reports cached CLI and Skill lifecycle notices after completing the current task
