The daily upstream sync stopped at provider file moves, RPC authorization middleware changes, and the dependency lockfile. This PR merges current upstream into the fork and updates the embedded runtime without advancing fork main or deploying Quiver.

Preserve lazy Claude SDK loading, fork-owned workflows, and publishable contract declarations. Adopt upstream's provider paths and adapter layers, retain the new RPC authorization middleware, and translate the new secret-request metadata. Add focused runtime CI on pushes and pull requests and update the daily sync's test paths so incompatible changes cannot advance fork main.

Verified on this branch in the focused CI job: contracts and runtime builds, runtime typecheck, and 125 tests across 11 files, including a packaged Codex-only consumer without the Claude SDK. Both preview packages published and passed publint. The inherited upstream CI uses Blacksmith runners and remains queued in this fork; the focused runtime job uses Ubuntu runners. An initial local typecheck failed because the filtered dependency installation omitted the shared package; the dependency setup was corrected, and the duplicate queued check was cancelled after CI passed.

Codex's documented app-server protocol exposes assistant text and web-search actions without a citation-ID-to-URL mapping. Resyncing cannot fix the Teams citation rendering by itself. ViteHub vite-hub/vitehub#1994 updates the runtime pin and fixes Channel delivery.
