Fixes all seven remaining unsupported bi-devices references across the Admin UI by replacing them with the Bootstrap Icons 1.8.1-compatible bi-laptop glyph. Covers the shared sidebar, Settings shortcut, Device Management header and empty state, License View Devices action, Backup Devices CSV action, and About Device Control card. Adds an Admin runtime icon regression gate and aligns release identity to v5.8.2. No database migration, file deletion, API v1/v2 protocol change, license/device enforcement change, authentication/role change, Dashboard data/AJAX behavior change, Developer Guide behavior change, Cron change, or updater runtime/protocol change.
