For vgteam/vg#4801 -- this change allows
is_regular_snarl()to be used with oversized snarls once again, so long as a graph is passed as well. Oversized snarls store distances to boundary nodes and that is sufficient to check for self-loops. Thus we can safely remove the clause from line 247. Then the 255-260 check works as expected.
