Updates composed environment w/ dev user w/ host's uid/gid for proper ownership of files in $PWD written by container
This reverts commit 7abc0a1. For some reason there're CI problems within github runner cache and `_build` dir's permissions on dependency upgrade, e.g. `epg_connector`.
