Adds test/SDK/IpoApi.php mirroring the Python (test/sdk_tests/test_ipo_api.py) and Node (test/sdk/IpoApiTest.js) IPO tests, which the PHP sync had missed. Covers all six public IPOApi methods and their call variants, plus model smoke checks for all 18 Ipo* models. applyForIpo/cancelIpoOrder place and withdraw a real application and block funds via UPI mandate, so they sit behind $RUN_DESTRUCTIVE_IPO_TESTS, defaulting to false. Also completes the partial IPO block in SdkSanity.php, which covered only getIpoListing and getIpoDetails, by adding getIpoOrders (with and without pagination) and getIpoOrderById.
