ci: fix documentation notifier destination repository

Root cause

The docs notifier selected non-existent uniskela/.com for GitHub App installation and repository_dispatch. The Stack Manager release workflow already calls this notifier as a reusable workflow.

Fix

• Use repositories: com for the short-lived GitHub App token instead of .com.
• Dispatch docs-source-updated to repos/uniskela/com/dispatches.
• Update the associated maintainer documentation to name the real destination.

Test plan

• Check CodeRabbit and required CI checks.
• Merge the receiver fix in uniskela/com first.
• Merge this PR and run Notify Uniskela documentation manually on main.
• Confirm successful token creation and delivery to Propose documentation updates in uniskela/com.

CI/docs-only change, no product release; leave unmerged until reviewed.

Closing as superseded by #44, which makes the same uniskela/com destination fix on the current main (after the docs reorganisation in #42). This branch was cut before #42 and would revert the docs/public paths in .github/docs-sync.md.

The UI test failure here was an intermittent axe document-title race in the E2E helper, not caused by this change. It is fixed separately in #45. The remaining header-comment reference to uniskela/.com is now fixed on #44.
