Summary

Include the Changesets-generated 0.1.0 changelog in the npm tarball and gate CI publication during the local bootstrap.

• Before: 13-file tarball without a changelog.
  After: 14 unique files, including README, LICENSE, changelog and Intent guidance.
• Pack, ATTW, publint, formatting, Intent maintenance and skill checks passed; all 27 publishing-gate combinations passed.
