Closing this, as it has the same problem as #20 – since spec 4.0, a standalone CR is content, not a line break (§12). |

Replacement for #20.
Preserves #20's CRLF and standalone CR line-ending normalization, along with its decoder and scanner test coverage. It also removes the two trailing blank lines that caused #20's Ruff W391 lint failure.
Related to #20; does not close it.
