GML-2208 Add a plugin README and build conda from the PyPI release - #7

Conversation
- Describe requirements, install, and configuration options - Disclose what the plugin downloads, connects to, and reads
- Use the source package published on PyPI, so conda and PyPI ship the same files - Fail with a clear message when the version isn't on PyPI - Fail when the recipe version doesn't match the tag

Documentation and release workflow only — no source changes.
Add a README to the Claude Code plugin folder (GML-2208)
.envfile it picks up from the working directoryBuild the conda package from the source package published on PyPI, instead of one the workflow builds itself
Verification
The plugin and marketplace pass
claude plugin validate --strict, and the plugin layout and version checks pass.Ran the new conda step locally: against 1.0.4 it points the recipe at the PyPI file with PyPI's checksum, which matches the uploaded package. An unpublished version and a tag that doesn't match the recipe both exit with an error. Not run in Actions yet; the first real run is the next release tag.
