CPython 3.15.0: compileSdk PY3_15_0, free-threaded spelling, wheel tags follow compileSdk#84

CPython 3.15.0 is final; python-multiplatform develop now defaults to 3.15.0 (3.15.0-alpha01) and pypackpack has 3.15.0/3.15.0t and BundleRequest.pythonVersion. Add PY3_15_0 and the 3.15t spelling to the DSL, forward compileSdk to BundleRequest.pythonVersion, and move usage-example and CI to 3.15.0. Done when :toolchain:test passes and CI is green.
